I'm going with "99.99% chance that DC does not have a mandatory swearing policy."
It's probably a tonal thing - some swears but not too many swears tells you a lot about the intended audience and the presentation of the fictional world. Also tells you a little bit about the limitations of the writers, both self and corporately imposed.
