The Simpsons would be number one with a bullet.
Barney Miller would be way up there.
Probably Californication too.

For TV generally, Simpsons is my unquestioned favorite of all time. Then it's hard to rank. There's my favorite sit-comics and animated shows and dramas and melodramas. But they're too different to compare.
For sitcoms: 2. Coupling
For children's animation (the genre in which I have found the most shows I love): 1. Batman: The Animated Series 2. Scooby Doo, Where Are You! 3. Ducktales 4. Animaniacs 5. Gargoyles
For classic sci/fi-fantasy: 1. Twilight Zone 2. Star Trek
For modern sci/fi-fantasy: 1. Star Trek: The Next Generation 2. Buffy the Vampire Slayer 3. Firefly
For more "serious drama": 1. Breaking Bad 2. The Wire
Those are my 14 favorite TV shows of all time. Were I to continue, I would probably add to the animation section first. Justice League Unlimited, The Tick... Then perhaps a couple more sitcoms. Taxi, Seinfeld, Fawlty Towers, Newsradio...

(But ALL my TV watching is DVDs from the library. I own a TV but it's for decorative purposes only at the moment.)

My top 5 favourite sitcoms (in no particular order)...
1. Spin City 2. Scrubs 3. Fresh Prince of Bel Air 4. The Thin Blue Line 5. Community
Yes, two Bill Lawrence shows up there, I like his brand of humour.
I don't care so much for Chuck Lorre, but I did enjoy Dharma&Greg.
