In Police Comics #45 millionaire Cyrus Van Rooten complains to Woozy Winks that his ancestors were cheated when they bought the land the town is built on from the Native Americans for twenty dollars. Van Rooten says that if he can find the ancestor of the Native American Chief he would make him refund the money and take back the town. As Van Rooten leaves criminal Mickey the Actor arrives and Woozy explains to him what Van Rooten was ranting about. Later that night Van Rooten is visited by Native American Chief Rain-In-the-Trap who claims to be the ancestor of the Chief who sold the town site to Van Rooten's ancestor. Van Rooten signs the town deed over to the Chief who refunds the twenty dollars. The next day Chief Rain-In-the-Trap starts kicking out the city council, the judge and even the police. When Plastic Man and Woozy hear news on the radio that the Chief is shutting down the newspapers he decides to spring into action. In town he sees a commotion at the bank and finds Chief Rain-In-the-Trap and a group of braves trying to extort a 75% tax on the banks earnings. When the Chief orders one of his braves to attack the banker Plastic Man intervenes but the tribe escapes on horseback. Later Plastic Man is called to the treasury which is being attacked by Chief Rain-In-the-Trap and his braves. Plastic Man disguises himself as the spirit of the Chief's ancestor and is able to capture the braves however Rain-In-the-Trap escapes. Plastic Man takes the braves to F.B.I. headquarters where Van Rooten is waiting on the phone. Later that night Chief Rain-In-the-Trap arrives at Van Rooten's place demanding he take back the town. Van Rooten reveals himself as Plastic Man, exposes Rain-In-the-Trap as Mickey the Actor and arrests him.
Police Comics #46 starts in a public library where Woozy Winks and criminal Oscar the Eagle are reading. Some gangsters walking by notice and mockingly give Oscar a new nickname, the Owl. Oscar explains to Woozy that in the book he's reading sorcerers and witches can do anything. He proposes that with power like that they could save the city millions and he plans to go to the state legislature to get the money to go into business with them. Later Oscar is addressing the the state legislature when Plastic Man bursts in and warns them that Oscar is a criminal, so they kick him out. Oscar decides to host a conventions for sorcerers and wizards so that they can stop Plastic Man from interfering. That night Woozy arrives at the convention hall where he is mistaken for one of their own by the witches and wizards attending. Shortly after he notices Plastic Man standing behind him. Oscar rallies the sorcerers and witches into attacking Plastic Man. One of the wizards standing next to Plastic Man identifies himself as Sorcerer Mulligan, casts a spell and Plastic Man falls over dead. Oscar commands Mulligan to attack Woozy but Mulligan refuses saying that Woozy is not worth his time. The other witches and wizards attack Woozy but he is saved by a long stretchy arm. With Woozy gone Oscar and the other sorcerers decide to throw Plastic Man's dead body in a lake. Woozy was saved by Sorcerer Mulligan who reveals himself to be Plastic Man is disguise. When the sorcerers leave the convention hall Plastic Man and Woozy search for clues. The next day Oscar and the wizards arrive at the convention hall and demand five million dollars. Oscar orders the sorcerers to attack and a voice yells out warning that the wizards touch is deadly. Plastic Man whose been disguised as a chair starts knocking out the sorcerers. After he has rounded them all up Plastic Man reveals their plan to use poison laced gloves to terrorize the state legislature into giving the five million dollars. Oscar admits he got the plan for using the untraceable poison from reading the book about sorcerers and witches.
Woozy Winks discovers a plot by doctors Slicer and Doser to dissect Plastic Man in Police Comics #47. On his way to warn Plastic Man Woozy hits his head and loses his memory. Plastic Man takes Woozy to the Slicer and Doser Medical School to treat Woozy's amnesia. Dr. Doser knocks out Plastic Man with ether while Dr. Slicer distracts Woozy. Slicer and Doser glue Plastic Man to the operating table and prepare for surgery. Woozy Winks wonders in and asks what they are doing. Plastic Man wakes up and asks Woozy for help but Woozy can't remember what he should do. Slicer and Doser attempt to slice open Plastic Man but are unable to cut him with their scalpels. Slicer decides to use an axe and chisel instead but when he does the axe head slips off and hits Woozy in the head, which causes Woozy to regain his memories. Outside at that very moment gangsters Harry the Horse and Benny Yokelvitz arrive. They've decided to use the medical school as a hideout for their mob. Plastic Man is able to reach the ether with his nose and dissolve some of the glue while the doctors are distracted by the arriving gangsters. Plastic Man and Woozy apprehend both the mobsters and the doctors. As a special punishment Slicer and Doser are given their knives back to peel potatoes in the kitchen at the State Asylum.
Woozy Winks visits his old friend Tipple in Police Comics #48 who shows him his model of Futuria; the city of the future, self sufficient and made almost entirely of plastic. Woozy tells Plastic Man and the three of them take the model to various businessmen looking for investors. After being refused by every businessman they met with, Tipple is approached by Joe Groover aka gangster Big Beaver. He offers to invest in Futuria as long as Big Beaver can run the town how he wishes. The town is built and Big Beaver reveals to his gang a plan to go on a crime spree that involves luring the cops back to Futuria and arresting them. With Big Beaver being the judge the cops are captured and sentenced to death by hanging. Woozy hitches a ride with a squad car that chases some crooks back to Futuria where they are immediately arrested by Big Beaver's gang. Tipple discovers Woozy has been arrested and helps him escape to warn Plastic Man. Later after enough cops are captures Big Beaver arranges their public execution. The first cop hanged is revealed as Plastic Man in disguise. Plastic Man frees the other police officers one of which is Woozy in disguise. Plastic Man chases after Big Beaver who escapes into the subway. Big Beaver then runs into Woozy and Tipple and he forces them to take him to the Central Power Station. Big Beaver pulls a lever that will blow up Futuria but Plastic Man is able to tear the wire without being electrocuted. Big Beaver escapes into the temperature control room where he increases the heat in an attempt to melt Plastic Man. Plastic Man uses the diamond on Tipple's ring to cut into the the temperature control room, turn off the heat and apprehend Big Beaver. Tipple declares that from now on Futuria will be used as a training center for those who wish to study modern engineering.
In Police Comics #49 while chasing down Zack Daily the embezzler Woozy Winks falls under the influence of Thelma Twittle, a woman who doesn't realize she has hypnotic powers. When she asks Woozy to help her carry her packages he is compelled to drop what he's doing and help her. Mistaking Plastic Man for bullying Zack she orders Plastic Man to let him go and when the police arrive to arrest Zack she orders them to arrest Plastic Man instead. Thelma becomes enamored with Zack when she realizes that Zack is somehow immune to her suggestions and Zack decides to use her once he realizes she is unaware of her hypnotic power. Woozy who has jumped in a lake due to Thelma's suggestion regains himself and goes to police head quarters to warn Plastic Man. Later Zack takes Thelma to a bank where he has her a ten thousand dollar withdrawal. Due to her suggestion the bank teller starts giving out large sums of cash to everyone which arouses the attention of Woozy Winks and Plastic Man. When they arrive the confused bank teller explains his mind went blank after a woman asked him for ten grand. Plastic Man deduces that it must be Thelma and vows to return all the banks money. Woozy puts his pickpocket skills to use and with Plastic Man's help they return most of the banks money. Later they stop at an intersection and pick up a newspaper from a newsboy. When a passing car suspiciously runs a red light Plastic Man follows. When he catches up to the parked car he discovers Zack musing to himself about using the unsuspecting Thelma, who he has sent to unknowingly rob his old partner Merideth. Plastic Man confronts Zack but he escapes inside and has Thelma order Plastic Man to jump out a window. Despite covering his eyes Plastic Man is still compelled by her suggestion and both Plastic Man and Merideth dive out of the twelve story window. He realizes it's not her eyes but her voice that is hypnotizing people and that Zack must be deaf. After saving him from the fall Merideth confirms that Zack indeed reads lips. While escaping Zack has Thelma tell the waiting police to attack Woozy. Zack and Thelma drive past the MBC radio truck which Zack steals. He then has Thelma order the listeners to send five dollars each to Herb Shaw in Mildale where he plans to pick up the money. Plastic Man arrives and discovers Zack's car abandoned and a crowd of people rushing to the mailbox with envelops. He deduces that Zack escaped with Thelma in the truck to Mildale and drives off in Zack's car. When he catches up to them Zack pushes Thelma out of the moving truck. Plastic Man reaches out of the car, saves her and explains that her voice is hypnotic. When they arrive at Mildale they discover a burning house with Zack's voice coming from inside. Thelma discovers that Zack was trying to fake his death using a pipe to throw his voice. He grabs her and at gun point has her order Plastic Man to lay on the train tracks. He then orders her to lay down on the tracks next to Plastic Man. She tries to warn Zack that a train is coming right behind him but he doesn't believe her and being deaf is unable to hear the train. Plastic Man is able to grab Thelma and jump out of the way but Zack is hit by the train and killed.
