The extra year gives us a little cushion so no one can say the title or character isn't at least 10 years old.
Whether it's Big Two, indy, web comic, or whatever comic, list either the best new character created this year, or new title that came out this year, or both.
After this has been up a month, we'll take votes for a week to determine the best title and character of 2003, and then do another thread for 2002 and continue backwards chronologically.
Best certainly doesn't mean most acclaimed or best selling, but what you personally enjoyed the most and why.
Let's not count anything that is a reprint of original content. We're looking for new.
My vote for best new title goes to Hip Flask : Elephantmen.
Early title in the Elephantmen world of humans, animals, and hybrids in a future world of "pulp science fiction". Dense, moodily colorful storytelling by Richard Starkings, Joe Casey and Jose Ladronn will leave you wanting more. Think Alien, Blade Runner, Watchmen, and Planet of the Apes with visual guidance and inspiration equal parts Moebius and Kirby asking the question of what it means to be human.
I'm currently reading the entire Elephantmen series from Comixology and am really glad I got this. Very recommended.

Rick Grimes from... I briefly owned this one, but sold it for an easy $300 profit.
I also adore the tv series...

Best New Series of 2003: Gotham Central (DC).
Runners Up: Jack Staff (Image) Sleeper (DC/Wildstorm)
plus at least a half dozen more that got consideration, plus a few one shot stand-alones that I didn't consider series and didn't have new characters so I didn't consider them but are well worth checking out.

While there are many runners up, I have to go with Sleeper as best new series. In a way I'm voting for the dawn of the Ed Brubaker/Sean Phillips partnership that has continued right up til now.. (altho I know technically its not their first collaboration)
Honorable mentions for best series:
Gotham Central
Losers by Andy Diggle & Jock Great start to this series!! Have all but the final volume in TPB, someday I'll finish it lol. The Crew by Christopher Priest & Joe Bennett a bit muddled/convoluted but I enjoyed it as a follow up to Priest's Black Panther run.
Supreme Power by J.Michael Straczynski and Gary Frank I enjoyed this series altho I didn't consider it as ground-breaking as some, and if I recall Straczynski sort of abandoned it eventually, and the characters were subsequently misused.
Honorable mentions for limited series (if they count!) JLA/Avengers Wanted - I know some people hate this series but I enjoyed it at the time... became more jaded to Millar as time went on though.
My research into 2003 isn't all that thorough, but if I'm correct some other notable series introduced in 2003 are Invincible, Runaways, Trinity (matt wagner), and Red Son.
On the worst end of 2003, Rawhide Kid underwent a controversial relaunch. Chuck Austen re-imagined Jack Kirby's Eternals' origin in the Eternal mini-series, which was much maligned (altho I didn't hate it entirely as an out-of-continuity work), and Silver Surfer relaunched but the artist Mahathir Buang abandoned the title after an issue or so.
Not sure about the best new character, will have to give it some more thought! Hopefully I'm not mistaken on dates of publication for any of the above!

Has it been that long since The Walking Dead started? How time flies. Great series, and I eagerly wait for the next compendium... Due sometimes in four years or so (sigh). I take comfort in telling myself that the next one will arrive before the next George RR Martin, in all likelihood!

Has it been that long since The Walking Dead started? How time flies. Great series, and I eagerly wait for the next compendium... Yep, it launched with a grand total of around 7,500 copies...who would have known it would have become a monster on tv? I'm sure Outcast launched with a much higher run...I'll be sticking with this one for a bit to check it out.

Excellent choices everyone !
I'd forgotten about some of these, including Red Son, Supreme Power, and Losers, all of which I loved.

Of the stuff mentioned, I'd say Walking Dead has (obviously) achieved the msot success, but it's not for me.
Runaways would absolutely get my vote for best new character based on what's been mentioned so far... Arrowsmith a close second... I hope Mr. Busiek gets back to that at some point, it was a great concept!

Peter Milligan's Human Target. The Final CutOGN is released early in 2003, and the ongoing begins slightly after.

There's more good stuff here than I realized at first. Compare 10 years to now, it seems fairly barren especially with the explosion of Image as it churned through version 2.0.

Chuck Austen re-imagined Jack Kirby's Eternals' origin in the Eternal mini-series, which was much maligned (altho I didn't hate it entirely as an out-of-continuity work), This is actually not a bad mini as long as you regard it as its own thing. Kev Walker art is never bad.

I agree. I didn't hate that series and liked Kev Walker's art.

I'll go by on sale date which pushes Gotham Central into 2002.
I bought all five of the new Image series when they came out in January. I loved Firebreather, Venture was mediocre, Clockmaker was a noble failure and Dominion is among the worst comics I've ever read. Then there was Invincible, the first six issues were like the pre-show at Space Mountain, then came issue #7. It's been a great roller coaster ride since. BEST NEW CHARACTERS/ SERIES of 2003 1. Invincible (Image) 2. Arrowsmith (Wildstorm) 3. Firebreather (Image) 4. Wildguard: Casting Call (Image) 5. H-E-R-O (DC)
Honorable mentions NEW PVP Capes: Another Kirkman book I bought, I also got Tech Jacket at the time. Zombies bore me so I never even considered Walking Dead. Supreme Power (I think I'll count this as a reimagined new like HERO)
AWESOME DC ELSEWORLDS JLA; Age of Wonder Superman: Red Son
NEW MARVEL KIDS Spidey & the Mini Marvels Marvelous Adventures of Gus Beezer
BEST NEW SERIES FROM OLD FRIENDS 1. Empire: started at Gorilla Comics in 2000 2. JLA/ Avengers 3. JLA: Liberty and Justice 4. Superman: Birthright 5. Astro City: Local Heroes 6. Batman Adventures 7. Superman/ Batman 8. Teen Titans Gooooooooooooooooooooooooooooooooooo! 9. Smax 10. Batman/ Superman/ Wonder Woman: Trinity
HONORABLE MENTIONS JSA All-Stars Many Worlds of Tesla Strong Teen Titans Plastic Man Noble Causes: Distant Relatives
