Congratulations to Prince Hal and Kaluta Also, Hoosier X mentioned that the Comic Book Database attributed this intriguing cover (submitted by Hondobrode) to Will Eisner. Other resources (GCD, Mike's) attribute the cover to Lou Fine (who did a lot of the Uncle Sam covers). Anyone know any details--for instance, did Fine do the characters/action scenes, and Eisner the big Uncle Sam face? In any event, it's an eye-catching cover!

MDG beat me to it.
I think that's exactly correct.
Eisner was the main editor at Quality and I think he did quite a few cover roughs, but there's no question that's a Lou Fine cover.
