I read that Harley Quinn #1 sold 400K. She's pretty popular right now, but who is the hottest character right now ?

Looking at the sales figures from June 2016, it's Batman: 4 titles in the Top 10. He does have a relaunch boost right now, so those numbers will drop a bit, but I don't think there is any other single character selling as much as Batman these days.

Rick Grimes- a top selling book form a non-big 2 publishers whose sales numbers are not boosted by variants and cross-overs, trade collections of which are best sellers both in the direct market and in the book trade outside Diamond distribution, lead character on a top-rated non-big network television show that has also spawned a spin-off and is a perennial seller in DVD collections and gets amazing ratings as reruns on streaming services...all done without a pre-existing fanbase or shared universe fanbase propping up sales. then there is all the merchandise sales...

I don't recall ever hearing the name before. He's the main character in The Walking Dead. As for Batman being the "hottest" character -- in terms of sales he is one of DC's most consistent sellers. His self-titled book usually sells in the six digits, month in and month out, so much so that Diamond uses Batman as a metric to compare the sales of every other title they sell. And between animation, live action TV, films, merchandising, etc. he always has a healthy presence outside of comics. That being said, I wouldn't necessarily equate being a reliable seller as being "hot". I think that description is more befitting a character that is experiencing a current spike in awareness and/or sales. I think Harley fits the bill currently. Maybe Deadpool? A couple of years ago I would have said Kamala Khan/Ms. Marvel.

I DO agree Walking Dead is the most popular COMIC, but I don't think it needs Rick Grimes... just like Saga would go on with different characters. I gather there's a TV show, but I'm not even sure which medium is an adaptation of which and I've never seen a second of the show, either. Not even sure it's on British TV. And I have no idea what Saga is.
