It was in development from 2008-2010, so it is long dead now. Paradox has been trying since 2010 to get the Arnie Conan the Conqueror film of the ground, did the Mimosa film to keep certain IP rights in play reluctantly (it's what led to Malmberg leaving Paradox to form his own company and then turning around and doing a hostile takeover of Paradox), and dropped the ball on the Solomon Kane movie (which had a lot of potential but in the end was undercut by poor decision making by Paradox and the inability to secure a US theatrical release for it) and I have completely lost faith in them to recognize what a good Conan project )or Howard project) or to get their act together well enough to get anything made at all now.

Hopefully they're still not hung up on a new Arnie film. His box office glory days are long since past and he'll be turning 70 next year. Paradox seems to me out of touch with reality. He's not a big draw with the younger audience and the audience that remembers his 80's glory days want that version, not an old man.

Supposedly the deal between Paradox and Universal for the Arnie movie expired on Sept 1 when no movie was greenlit, but rumors are Malmberg is trying to renegotiate with Universal to revive the deal now that he has control of the company again, but how founded these renegotiation rumors are, I don't know. But the Universal deal has expired, so they are free to shop Conan's rights t other studios for movies and/or TV. But it's Paradox, they'll find a way to f*ck it up.

Once upon a time I would have said it was nearly impossible to transfer Conan to the screen, but now I wonder if perhaps it might work as a kind of cross between Spartacus and Game of Thrones (the tv shows, I mean).
But maybe not, because now I think of it, Game of Thrones itself doesn't really work for me and REH's Hyperborean world seems to be a different kettle of fish to GRRM's GoT.

I like the idea of a series, which as Nowhere man says would reflect the nature of the original Howard tales. That's a much better idea than a film consisting of several Howard stories artificially pieced together.
For a Conan movie, the proper mindset would be to make a stand alone film with an engaging story and a character audiences can cheer for. I wouldn't insist on being an adaptation of a Howard story (although that would be my preference) as long as the spirit is respected. Someone mentioned The Rock as a potential Conan : I thought the scene in which he escapes from that tower in The scorpion king would have worked well in a Conan film. It was fun as well as dynamic.
Conan must be more than muscle: he's also got to be charismatic. I'm thinking Jack Sparrow, Inigo Montoya or Private Robert Witt. Currently, an actor I'd seriously consider for King Conan is Ray Stevenson. He's got the size, he's got the scowl, and he can also make the audience laugh (as he did with his jocund legionnaire Titus Pullo, back in Rome).
"The hour of the dragon" would be a good choice for a story, since it allows us to see Conan under different guises : general and king, wandering warrior, pirate; it also allows us to visit some of that great Hyborian age world, going from Aquilonia to Stygia and back.
However, I think my first choice would be "A witch shall be born". It is a good tale in three acts, and because there are less plot points to cover in it there would be an opportunity to build Conan's character to the audience; making him interact with his soldiers in the first act, getting him to win over the Zuagirs, etc. It also has the crucifixion scene, which is pretty darn memorable. It's got city scenes and desert scenes, it's got horror and great battles, and it has a sexy evil sorceress... All it needs is some kind of love interest, but it doesn't have to involve Conan; a good romance between supporting characters works as well as one that involves the star (as we saw in Pirates of the Caribbean).
