DeFalco's wikipedia page says he took over on 15 April 1987, and the change was effective in comics cover-dated November 1987. It says Marvel's net profits from publishing increased by over 500% during his tenure.
There was a period from 1994-1995 between DeFalco and Bob Harras' tenures when there was no overall Editor in Chief, but ones for sub-groups of titles (Mark Gruenwald on Heroes & Cosmic titles; Bob Harras on mutant titles; Bob Budiansky on Spider-Man titles; Bobbie Chase on Marvel Edge titles; Carl Potts on licensed-property titles).

Wikipedia says Defalco took over in April of 1987. The cover date of Shooter's last EIC credit are September of 1987. That makes sense.
