I had quite a long list of candidates, several of which I was sure would appear in my final 12 but never did, as it happened. Some of them I couldn't find good images for, some I ran out of space, some were skipped because of how I felt that particular day. I'll try to post images of and/or comments on the some of the less well-known ones. The Dweller in Darkness design by Tom Sutton. An effectively creepy design for this Lovecraftian Dr Strange character: Anyone know if he ever made any later appearances after the short-lived Sutton run on DS?

Under serious consideration for my list were:
Artemis (Infinity, Inc.) Black Bison Black Queen/Selene - lost her spot when I decided Jean Grey wore the look better. Bug & Byte Captain Stingaree Catwoman (black cat head, black dress version) Chesire Composite Superman Crime Doctor The Gambler - lost his spot to his granddaughter Hazard. Johnny Sorrow - I decided his look was too close to the Gentleman Ghost. Kraven the Hunter Magpie Monsieur Mallah Poison Ivy Privateer (Mark Shaw) Scarecrow (DC) Silver Banshee Tao Jones Two-Face
Harley Quinn and Roxy Rocket were eliminated because their looks originated on B:TAS.

Riddler with his hat, suit & tie would have made my list for sure if it had first appeared in the comics.

I think most of the designs I seriously considered were on someone's list this year. I had anticipated having some Marvel villains on my list, but I found I had more love for, and more to say about, DC's bad guys. Some that were on my preliminary list were: The Orb: An eyeball for a head is an arresting visual, as The Residents know. I believe the Headmen's Ruby made someone else's cut, and that's got a similar impact. Whirlwind: I decided that my fondness for this perennial pain in the neck to Hank Pym was really more of a "favorite villain" than a "favorite villain design", but I do like the torpedo mask with side fins a lot. Stingray: While I figured he met the qualifications by debuting as an opponent for the Sub-Mariner, the character didn't seem fully in the spirit of the event. I love the weird design on that featureless mask. Hmm, I'm sensing a design trend here... Dracula by Gene Colan. I expected to see him on someone's list, but I didn't spot him! There aren't many other human-looking villains in the comics that can be recognized just by their face--that's gotta count for something! (And it bucks the trend I was getting on above!) Medusa: It's the hair, obviously. But again, despite her debut as one of the Frightful Four, she didn't seem in the spirit of things.

I've thought of her too and I've only read of her just briefly in the Frightful Four and most of all ... I really read of her when she was in the Inhumans primarily. If I had her in my villains list ... my list would been Kirby heavy and I did not want that.

I was going to use Quicksilver but Mecha used him so I switched to someone else. Imagine my surprise when he was switched out later on.

My initial list was huge so I probably won't list every character on it. Highlights that missed. The last to go off the list was The Smiler from Transmet. Ultimately I decided it was the character and what he stands for...particularly given the current political climate...and not his design that put him so high. Both Flattop and Pruneface from Dick Tracy had serious consideration. Herr Starr and The Saint of Killers were left off and I felt bad in the leaving. I really wanted to include The Brain with Monsieur Mallah. Nocturna from the Moench-era Batman was subsumed into the other femmes fatale. Cain. I'd have liked to have found room for the original villain. Maggie The Cat from Jon Sable. Le Sigh! Frogzilla and Jailhouse Roc from Captain Carrot. The Sea Hag from Thimble Theater. The Wizard and The Gambler from the Injustice Society. They will always be a pair for me. Those mad professors, Hugo Strange and Thaddeus Sivana. The Madmen from Blue Beetle.

Junodesign by Gene Colan He only appears in a few issues towards the end of the long-running Doctor Sun storyline in ToD, but this Bad-guy made a big impression, largely because of Gene Colan's artwork, but also because the every idea that a non-superpowered human being could defeat and kill even a weakened Dracula is pretty impressive. Too bad they killed him off so quickly. But hey, it,s comics, so if anyone ever wanted to bring him back, there's nothing to stop them.

He appeared in a handful of issues of Dr. Strange, Sorcerer Supreme in the 90s, two issues of Thor (229 and 230), three issues of Journey into Mystery (the Kid Loki run) and a FF Annual.

Shen Kuei aka Catdesign by Paul Gulacy Similar to Colan's Juno from ToD, I suppose. When done skilfully by both artist and writer, there's something really impressive about this stripped down look: it's kind of saying, "I don't need any fancy costume, I don't need a mask, I don't even need any superpowers: all I need to destroy you is me."
