Thought it might be interesting to post the splash pages from the following random assortment of first appearances: The Cat-Man (Detective Comics 311) Jonah Hex (All Star Western 10) The Tick (The Tick 1)

chadwilliam, why do you think the artwork on that Cap story was changed? Did someone think the original was too scary? Maybe to accommodate the shorter reprint page? Still seems like they could have used it. Can't figure it. I wonder if Kirby even drew that second one.

Perhaps the Fantasy Masterpieces version was altered to look more like the updated Red Skull appearing in the Silver Age (e.g. Tales of Suspense), instead of the gaunt, more horrific look of the Golden Age.

I suspect it had to do with the Comics Code. tarkintino's thought about it not being in line with how the Red Skull looked circa 1966 is a possibility, but since it's not the only time original Golden Age artwork was adjusted when reprinted in the 60's, I suspect it was due to self-censorship. Man, I see what Joe Simon meant he said he treated Captain America as a horror title more than a superhero one.
