Daredevil had a list of villains that ran the gamut from poor to great when he wasn't fighting other heroes bad guys.
Notables who proved worthy and could be more: Beetle who is now a hero under the name Mach-whatever # he is up to. Bullseye the marksman assassin has proven to be great. The Jester was truly fun. Masked Marauder had his moments and potential. Mister Fear who should be to Marvel what Scarecrow is to Batman. The Owl has been a hoot with some good and some horrible stories. Purple Man is one who again has rose to the occasion/forefront if not within Daredevil comics.
Some who shoulda coulda been better and had worthwhile moments but never really the limelight: Gladiator, Stilt Man, Matador, Leap Frog, Eel, Angar the Screamer.

I read the DD vs. Matador tale a few years back when Panini reprinted it over here. I would have liked to have seen more of him, including against Spider-Man (but I suspect Spidey would defeat Matador quite easily).

Moving beyond DC, I wish the likes of He-Man, Thundercats and G.I. Joe, to name three great 80s properties, had a wider range of rogues. Sure, it's great to see He-Man battle Skeletor (and Skeletor's underlings). And he battled Hordak from the planet Etheria. There was also Count Marzo. But come on, doesn't the most powerful man in the universe deserve a HUGE rogues gallery? The Thundercats battled Mum-Ra and his mutants. Great. There were others, e.g. Safari Joe. But now and again, I'd have loved something more. Same with G.I. Joe or the Autobots. Yes, we want to see G.I. Joe battle Cobra, and we want to see the Autobots battle the Decepticons. And, true, they did battle others, but I so wish those properties had developed a wider rogues gallery at times. Surely Skeletor isn't the only scoundrel on Eternia?

I think the difference with Mister Fear is that he's just a guy who uses poisons and gases (and a scary mask) while Scarecrow is a psychologist who is actually trained and educated in the subject.
