Am I misremembering, or did Gene Hackman call him "Noo-kew-lar Man" throughout the whole movie? I can't conceive of a Lex Luthor that wouldn't insist on maintaining perfect pronunciation of every word he spoke.

The fate of Captain Atom in the Kingdom Come series is a critical plot point and sets up a very interesting storyline that follows. A great exploration of what could be one of the more severe implications of a nuclear based character. He wasn't a terribly interesting character to me up until that point.
So while Nuclear Man is probably covered well elsewhere as others have noted, no reason in the right creative team's hands he couldn't be interesting. Tons of heroes/villains are totally redundant based on just powers, that's like a comic book tradition.

Superman IV was my favourite entry in a series as a kid, precisely due to Nucular Man. Like most everything Donnerverse, I've come to see the movie as crap, but I still retain a soft spot for the guy. This line of dialogue speaks volumes on Nuclear Man's untapped potential: LUTHOR: You have my voice. NUCLEAR MAN: No. You have my voice. A dark reflection of Superman, supplanting his creator. What could've been with a good script. Also, I'd be remiss if I didn't point out Nuclear Man did make it into the comics, 31 years after his film debut: dc.fandom.com/wiki/Nuclear_Man_(Prime_Earth)Bleech. This is not the reimagining you're looking for. So we've got Nuclear Man in the comics? Now we need the grimmer, grittier Gus Gorman.

Well, that was Kingdom Come, where just about every character received great treatment, even those not on the top-shelf.

It certainly does. I saw a great Nuclear Man custom figure on a FB group devoted to the best toyline ever (no, not the WWF Hasbro line from 1990 to 1994, which I know everyone presumed, but Kenner’s Super Powers line)…

When you think about it, Nucular Man really should've been Solar Man. Sure, his daddy was a nuke, but his mommy was the sun. His entire achilles heel is lack of sunlight. And his chest emblem is a sun.
