Yes, that's correct. However, the series is eligible if it appears as a back-up in the title in which the character first appeared, as in "Kid Flash" in The Flash or "Tales of Asgard" in Journey into Mystery/Thor.
Cei-U! I summon the clarification!
That’s so weird, about Kid Flash. I think ANY story be it back up or not that features the character as the lead would be ineligible. But Kid Flash wasn’t a separate story, was it ? Kid Flash was introduced in Flash #110 and was then given his own series sporadically appearing in the back of the Flash title beginning with #111.

What is the ruling on X-Men spinoffs like New Mutants and Excalibur, which started off as a graphic novel and prestige format one shot?

Thought I had my twelve locked down, then made two changes just this morning. I suspect that, the top three excepted, the list is going to stay fluid until the 13th.

Should these series (and X-Factor) be counted as spin-offs of Uncanny X-Men, since they share that title's basic premise even though they technically didn't debut in the comic? I'm inclined to say yes (this would also allow She-Hulk to qualify) but will bow to the consensus opinion.

Dang, I assumed that New Mutants in particular would definitely count as a spin-off; in fact, it's one of the first ones that came to mind and is still sort of on my tentative list.

I was definitely assuming those counted (likewise West Coast Avengers, Force Works, Justice League International, Justice League Europe, Task Force, etc)

And what of the reverse: a title or one-shot created just to introduce upcoming titles? Iron Man & Sub-Mariner #1, for example. Do we count both of those ongoing features as spin-offs because of that promotional one-shot? Or would the fact that both characters had features prior to that disqualify them anyway? And what about a character like Longshot, who debuted in his own title, but who was clearly tied to the X-Men franchise? I think this is related to Shax's question here, but perhaps too specific. I'll take the answer by PM if this is too close to the rules lawyering I know we try to avoid, but what about events that were specifically designed to create spin offs (I'm thinking Infinity xxxxx and the Bloodlines annuals)

It was specifically built for the creation of that character. From what the rules are stating, that wouldn't be allowed since its his premiere. My head is spun around on these rules and who might or might not be. I'm going to submit 12; rules be damned. I summon the Advil! -R

OK, I think I've got it, but I'm definitely gonna run my 12 by you ahead of the start, just to be sure. EDIT: And generally speaking, are you expecting people's enteries to be whole runs (long or short) or are you expecting them to just list characters? Or both? Not characters. Series. And you can cite every incarnation of that series (e.g., every Moon Knight series), a single incarnation (the 1985 MK mini-series), or a specific run (the "Moon Kings" story from #7-8 of the 1980 series) as justification for your selection. Cei-U! Did I just clear or muddy the waters?
Speaking for myself, you definitely cleared them. Thanks!

What I know about Excalibur could be put in a thimble and have room left over. But I don't feel like The New Mutants is a spin off at all. They first appeared in a one-shot graphic novel. They then went directly to their own title. No initial guest appearances in X-Men. In fact they kind of made pains to keep them semi-separate from the main group, at least for a while. My two cents.

My head is spun around on these rules and who might or might not be. Ha! Glad it's not just me who is getting in a muddle trying to keep the rules straight. I'm going to submit 12; rules be damned. Hey, come on, man...try and play the game. Let's get Cei-U!'s rules clarified and then all try to stick to them. It's more fun that way.

I think most of mine would work. I have one repeater for different series and I sent Kurt a private message about one character that I haven't heard back yet. I'm sure he's going through a lot of those.

How do you feel about a character that debuts and his ongoing spinoff series is a team book ?

The trouble with that example is that New Mutants started in a graphic novel which they headlined.
