The title says it all. I think Action Comics 900 has a short story explaining it, but it's a bother to dig it out. I'm not asking specifically about this story, though. I'm sure there's been multiple explanations over the last 80+ years. What are the most reasonable explanations? What are the silliest?

The main one was that it was a proof-of-concept prototype and it was the only one built, when the Science Council rejected his claims and proposal to build space arks.

ps There was also a Krypton story that space exploration experiments had been banned, after Jax-Ur blew up Krypton's moon, Wegthor. For that crime he was exiled to The Phantom Zone.

Elliot S. Maggin had this to say on the topic years ago:
"The idea was that the baby needed to be cast across the sea of space and arrive alone, unknown and innocent in a foreign place. That's the outcome that creates the legend. Given that, the most effective explanation is the simplest one:
Jor-El had built a small prototype craft and was working on the family-sized model, but the end came sooner than he could have hoped. There was only room for one and he begged his wife to leave, but she insisted her place was with him. They all faced certain death, so they took the only member of the family who couldn't object and sent him to be found abandoned by the side of a road.
I actually know a little girl who was found in a basket by the side of a road in a country dismembered by poverty and war. Someone picked her up, dusted her off and saw to it that she was adopted by a nice couple in a very foreign place. She's twelve now, brilliant, prepossessing and quite beautiful. She's gradually developing super-powers of her own. The world would have been much poorer without her.

Also, technically there wasn't just one as the mythos grew, we can't forget Krypto's earlier experimental rocket! Jor-El even somehow found time to fix Mon-El's rocket before it was too late, he was a busy guy.
