This choice is as difficult as I hoped it would be, and Everett did so many fantastic covers that the contest could easily be repeated in the future without any actual cover duplications, and still be as difficult to choose.
I'm going to go with Rags, primarily because it was my personal 2nd choice when determining my own submission.
But it's just a razor-thin edge over Farrar, MWGallaher, and Codystarbuck, and several others.

For anyone who's a fan of Everett's work, I strongly recommend picking up Blake Bell's book about Everett, Fire and Water: Bill Everett, the Sub-Mariner, and the Birth of Marvel Comics. It's not quite as in depth as you might hope from a biography, but it still provides a lot of information about his life and career, and makes a good argument for his significance as an early writer-artist and the innovation of the Sub-Mariner as an anti-hero protagonist at a time when such a thing was rare for superhero comics. And there's a lot of beautiful art samples. (I'm a bit embarrassed to say that I got the idea for my entry in this contest from the cover).

I have that book...and in fact I was going to mention that in my vote post, i.e., that the Sub-Mariner #33 cover art you posted was also used to great effect on this book's cover. I too recommend Bell's book wholeheartedly! There's a lot of exquisite art in it.
