Funny enough, when I added that minor/little-known supervillains were included, I was specifically thinking of Polka-Dot Man for some reason haha. I thought about going with Zodiac-Master, but Polka-Dot Man (also known as Mr. Polka Dot) is the King of Obscure Batman Villains!

I don't think a Batman/Bellicheat match-up would be very gripping.
After all, Batman hasn't been a pop icon for 75 years because he took away one of the Joker's draft picks or fined the Penguin $50,000.
