Is it a comic? 25 cents is a lot for a comic from that period. Possible answers are a) it's a magazine with some comic content; b) it's a comic published in magazine format; c) it's some kind of annual collection; d) it's not American and the price is in some other currency.

Here's a link to a site that has some information on these types of humor digests from the 40s and 50s. The title you posted is not discussed, but examples of similar titles are presented (risqué, but no nudity; SFW).
