This is evidently a late eighties or early nineties toy tie-in title, but the trouble is, there were a lot of them and I wasn't remotely interested in buying any of them...

This is evidently a late eighties or early nineties toy tie-in title, but the trouble is, there were a lot of them and I wasn't remotely interested in buying any of them... 1983 for the series (within the parameters set up by the OP), and a later issue featured a MU character interacting with its characters, so it's part-ish of the MU strangely enough... also beginning with the third issue the cover artist was the same as one associated with another much more popular Marvel toy-tie in property that was also part of the MU. -M one more potential hint, the interior art is mostly by one of Crimebuster's least favorite comic artists!
