It sounds like he appeared in the Gruenwald Captain America, which I've read (probably twice) but I don't remember him. But since he does not have five ongoing series like Batman it is obviously not enough.

For a long time, I thought I was the only fan of The Phone Ranger in the world. But then they brought him back for Civil War and did a whole story about him and everything.

Peepers and the rest of the Mutant Force fought the Defenders a few times after their initial clash with Cap, then later resurfaced in Gruenwald's Captain America run as members of the Resistants, working for the Red Skull. He later met Wolverine in the Weapon X series. More recently, Peepers was shown to have been one of the 198 mutants not depowered on M-Day, but was later murdered by Predator X in an issue of X-Factor.
