Definitely Wally for me, though admittedly I've never read any classic Barry Allen (Flash Omnibus soon, though). The new 52 version is terrible, that's for sure.
I always have found Bart annoying... he's OK.

I had a lot of Barry issues accessible when I was a kid, moreso than any other DC book, I only had 2 issues myself, but a neighbor had a bunch I read. Between those and Superfriends episodes, Barry's Flash was my first favorite DC character. When I started ready DC in earnest, Flash was the first title I picked up (JLofA the 2nd), and it was just as the whole storyline leading to the trial of Barry was getting started. I read it until the end of the series and picked up Barry's story in Crisis.
When Wally took on the mantle, I read he book and liked it well enough under Baron and Messner-Lobs, but I never really liked the character of Wally until Mark Waid got his hands on him. Under Waid, Wally became a favorite of mine until, well until Geoff Johns took over, and it was back to eh, I like it well enough but not sure I like Wally.
So I'd have to say I like Barry better, except when Waid was writing Wally. But my favorite Flash, when all is said and done, is still Jay Garrick. -M

Barry is my favorite, he and Wally are both in my top 10 favorite superheroes of all time. Jay and Bart aren't far behind and I love the rest of the Flash family too.

The Waid (and by extension, Morrison/Millar) Wally is my Wally and my Flash. Not the first Flash I read about, and I'm not opposed to others, or even other eras of Wally, but that guy is my guy.

Waid's one misstep, for me, was Cobalt Blue, because that crossed the line from fanciful to "Really? Evil twin and it's a Thawne? Really?"

If you caught me a few months ago with this question, I would have said Wally since he was the first Flash I read about. Since then, I've been reading a lot of Barry's Silver and Bronze Age stories so he's vying for the top spot too. It's too hard to choose.

Barry's Silver Age stories are a cut above most DC Silver Age stories, I think.
It's difficult for me to really get invested in Wally pre-Waid/Augustyn, and even post, unfortunately. It's like they found his main character arc, used it, and left it behind.

Barry has had many great stories, but he never grabbed me as a character as much as he did as a guy in great stories. I like Barry. I like Wally in general. I love my Wally.
Cobalt Blue never fazed me. Once you just past evil twins, of course he's a Thawne.
Wally using Jesse Quick by offering her the Flash mantle, when really, it was still Impulse's and he just wanted to push him into action, that burned me up. But, then, like three issues later, she calls him on it, and there's a lengthy subplot of him apologizing and making it up to her. So all's good.

That Jesse development was really a high point in the series. Waid says it was accidental, too -- he wanted to sell the idea of actually passing the legacy, wanted it to be Bart, but then the Impulse series was announced, so he had to find another successor to sell the idea of permanence. And it heightened Jesse's profile, even got her into the Titans. It's a shame no one ever did anything more with her.
Oh, my biggest gripe about the run: the best artist for Flash comes along at the end! I thought Pelletier was the perfect artist for Flash; only Wieringo in that lineup had another case.
