In absolute fairness Clark has been called on his jerkishness at times. Like back in his Superboy days when he was turned into a girl for being a mysgyonist:

yes, haha! interestingly, when he puts a human mask on (glasses, shoes, suit and a tie and all that; in case of Superman human outfit is his mask, it's reversed like that), than he acts all timid and meek - because that's how he sees humans!

The fact is that PreCrisis Superman is considered a jerk in-universe too. But no one has the courage to tell him in the face. This is from Superman 365In the story she's suffering from "super-insomnia". So she isn't an "evil" version, mind controlled, influenced by red kryptonite or whatever. She is only suffering from lack of sleep (after a long sleep she returns normal). So, now she is telling what she really thinks.

Let's talk about Steve Lombard. Nice! Lombard always had it coming, though. I know that we are talking about comics, but we are looking at a serious concussion here. And Clark Kent wasn't reacting to some cruel joke, he was just needed as Superman somewhere else. He could leave the room in a thousand ways, but he chose the method which could do serious harm to Lombard.

Also, after Superman made Lombard unconscious and probably in need of medical care, he abandoned him in a completely deserted gym.

During the time when Clark Kent/Superman was a television reporter and dealt going from newspaper to TV ... that era of his fictional career was the lowest of what I read of Superman and dealing with jerks like Steve Lombard was the lowest points of my understanding of Clark Kent/Superman's existence.
Clark Kent WGBS, Galaxy Communications owned by Morgan Edge and along with Steve Lombard are the two bigger jerks than Clark Kent/Superman. I hated Clark Kent as a Television Reporter ... first and foremost.
I refuse even today to read those stories ...

Steve Lombard suffers from severe CTE. It was only mild until Superman got ahold of him. Let's keep things in perspective though. This isn't some random guy giving Steve Lombard concussion after concussion; this is Superman. A man whose X-Ray vision working in tandem with a photographic memory would allow him to memorize every single detail of every single medical textbook thus making him the greatest surgeon of all time. He had performed delicate operations before guided by said X-Ray/microscopic vision and the firm hands only the Man of Steel possessed. He restored a child's blindness by locating and removing a piece of glass which had been wedged behind her optic nerve in the classic The Girl Who Didn't Believe in Superman, for instance. On a later occasion, he calmly stood by as a man was gunned down and tossed in a ditch (I am not making this up) so that he could maintain an undercover identity for a case he was working on in World's Finest 150. Why calmly? Because he knew it would be a piece of cake for him to later return to that ditch and restore the man's life with his super abilities and sure enough, this is exactly what he did. So in short, yes, Superman caused or allowed many concussions to happen to Steve Lombard, but given his skills, it would have been child's play for Superman to not reverse whatever damage ensued. Did Superman ever bother to do that? Well.... no.
