Prompted by this post by acomixguy, and for fans on a budget, what are some top-notch classic comic runs that can often be found for a dollar a piece or less? A few that come to mind off the top of my head: Sandman Mystery Theater Grimjack American Flagg "Triangle Era" Superman (the Ordway/Jurgens/Stern era)

X-Force 1-128..except maybe #116 which is the only one I own.

This is actually a tougher question than it used to be. There are a lot of books that have been dollar bin fodder for years but have started jumping up in price because they feature a first appearance or a character tied to movies or television.
I'd have said the first Micronauts series, but since the Hasbro movie idea was presented #1 has started to jump in value and #8 with the first appearance of Captain Universe has catapulted in demand and price. The Legends mini-series and Ostrander's Suicide Squad series are another example of what had been quality dollar bin fodder that is now suddenly in demand and garnering much higher prices. Others, such as the Wolfman/Perez Teen Titans are mostly dollar bin fare except for 2-3 key issues (you can usually find the entire run except for 1, 2 and 44 in dollar bins). And any run I recommend today might have a tv or movie option announced tomorrow and change it's status as dollar bin fare
That said, 10+ I would recommend as mostly dollar bin fare....
DC's Warlord (#1 and 1st issue Special #8 excepted, most of the rest of the 130 odd issues of the series can be found in dollar (and often quarter) bins if you look.
Ostrander/Mandrake Spectre series from the early 90s.
Doug Moench's Spectre series form the late 80s.
Mike Grell's Jon Sable Freelance
Max Alan Collins and Terry Beatty's Ms. Tree
large swaths of the Levitz Legion of Super-Heroes or any of the reboots if you are a Legion fan
Baron & Rude's Nexus
Matt Wagner's Madame Xanadu series from Vertigo
a large chunk of Kurt Busiek's Astro City can be found in dollar bins
large swaths of William Messner Loebs & Mark Waid's Flash runs
Grell's Green Arrow

Personally I found the whole Omega Men series for $1 or 50 cents except issue 16 in one night, in one store.
Any of the 12-20 random Suicide Squad issues I have were $1.
Most of my Batman-SOTB came from $1 boxes. I didn't collect it much when it was coming out. But in the last few years I've found a lot of them in $1 boxes within the same local chain of stores.
Deathlok Vol. 2 I got for $1 to 50 cents. I think I'm missing 2-3 issues. I only got Doom 2099 #1-17 back in the day. So I've been fishing bargain bins to finish that series. I think I have 10-12 still to do. I've been building on Ravage 2099, which I have about half the series so far. As well as around the first 20 issues of Captain Atom.
That's the most recent ones I can think of. Since that's about all I can buy anymore.
Edit: I'll concur with MRP on Warlord. I've seen them in bargain bins for many years. But only started buying them myself just this year. I have probably 30-40 issues. Mostly from #100 to the end of the series.

Deathlok Vol. 2 I got for $1 to 50 cents. I think I'm missing 2-3 issues. Silly as it may sound, whenever I see the Deathlok limited series in a bargain bin, I buy extra copies. I just adore that series and have nostalgia for when those books were selling for ludicrous cash. So, I figure, at $1 a pop, why not buy another copy if it gives me a few minutes of warm nostalgia?

Surprisingly enough, I have put together a Thor run for 1 dollar or less for issues 300- 400 and the newer series ,too

Lobo is one of the few comic properties left that has fallen into relative obscurity and has not been resurrected by the promise of a future movie yet. Give it time.

Most of the stores here in Phoenix hold onto their runs waiting for Free comic book day or special sales events for the 4th of July and Thanksgiving Black Friday and New Years eve where they run special $1-2 issues. All you find in the bins these days are the odds and ends from the last few years "events" which were over ordered and didn't sell. Two of the stores here actually have an "outlet" store of used comics separate from the main store (located in same complex but found in another store several doors down) with select days open to shop usually Fri/Sat/Sun only.

Most of the stores here in Phoenix hold onto their runs waiting for Free comic book day or special sales events for the 4th of July and Thanksgiving Black Friday and New Years eve where they run special $1-2 issues. All you find in the bins these days are the odds and ends from the last few years "events" which were over ordered and didn't sell. Two of the stores here actually have an "outlet" store of used comics separate from the main store (located in same complex but found in another store several doors down) with select days open to shop usually Fri/Sat/Sun only. There's a plethora of dollar bins (and even cheaper) where I live. In fact, my LCS has ten cent bins largely containing independent publisher output from the 80s and 90s. LOTS of great stuff to be found there. I bought most of my First and Eclipse comics that way. About fifteen years back, a lot of LCSes adopted their sales strategy to acquire and unload massive lots of comics quickly, working off of larger number of sales instead of large profits per individual item sold. That model is gradually changing as back issue prices rise, but there's still a whole lot of worthless comics out there -- we're just seeing less of it from Marvel and DC.

I haven't seen a high grade copy of Omega Men 3 at a show or sell at auction for less than $50 in 2 years of looking for it (there's usually 1 or 2 copies in the Lonestar auction every month), and no one seems to have low grade reading copies of it for sale (I haven't seen a copy below F/VF in hose 2 years). The rest of the Omega Men run can be had for cheap, but that issue is still hard to find at a decent price, and I don't believe it has been collected in trade anywhere (at least not that I know of) -M
