Well whether Dept H or the Weapon X program here's why Wolverine was/is the worst Weapon X creation.
This applies to the original Wolverine in the comics.
It made him go psycho and killed bunch of guards and scientists
The process made him lose his memories
The adamantium slows his healing factor down a bit
He could still die in different ways. Drowning, etc
It probably cost Canada alot to put all that adamantium in Logan's body.
He left Alpha Flight going Awol pretty much
