Does anyone else buy specific storylines but not complete a title run? I am thinking of getting the Englehart Cap issues ( listened to the great podcast on this run) but not feeling Cap enough to collect the whole run. I already have the awesome Stern\Byrne run on Cap.

Sure, or maybe just a particular creator run, or era. I almost never endeavor to get a complete run on any title and can't imagine doing it for a long-running one. (Right now I'm working on the original Spider-Woman, but that's only fifty issues.)

These current days i rarely pick up crossovers within a comic series run or full runs of a comic.Too much change between writers/artists/stories. Anymore it is specific writers/artists that make a series work for me that I choose to pick up. Too much "fan writing" as it goes with characters not acting or being themselves for my taste. Up through much of the bronze age there was more consistency with the oncoming writer either trying to mimic/capture the prior writers style/flavor or else the writing was more in line based upon editor guidance for the character/series.
You won't go wrong with any Englehart series of stories.

I don't wanna be " that guy" but I didn't care for the Secret Empire story. I did enjoy the Cap of the 50's story.

Yeah, I almost never go for anything other than a particular storyline or, more frequently, creator-run. The level of quality and even the characters themselves change so much from writer to writer, I don't see any sense in collecting every issue of a series, apart from the exceptional cases where the same creative team was there for almost the whole run, e.g. Tomb of Dracula.

I usually bought storylines and specific creators, when I was collecting. I never saw the value in picking up mediocre stories, just to have a run of issues.

For long running comics like Action Comics and original Amazing Spider Man, it's best to just buy small story arc issues
You really don't need every frikkin issue for a series.
Most of the time story arcs like Supermans Crisis at Hand is good enough before getting into the entire Death of/World Without Superman and Reign of the Supermen.
Even in Amazing Spiderman stupid crap like Assassination Plot and the Sinister Six dragged on too much.
I prefer shorter stuff like the Tri Sentinel and Pursuit and the Shriek Carrion stuff etc

Batman even had good short stuff from Penguin Affair to Swamp Thing inviting Killer Croc to the swamp from Batman issues 521 to 522.

I don't wanna be " that guy" but I didn't care for the Secret Empire story. I did enjoy the Cap of the 50's story. You're not "that guy". Just on Cap alone, Man Without A Country was great, 50's Cap was good, Secret Empire was OK (but rushed), and the Yellow Claw story was trash.

With that said what comic storyline runs are must haves? anything by Starlin that hollywood or digital newspapers wouldn't have the ovaries or testes to touch.

I don't buy for specific storylines - because it is meaningless for me.

Sure, by arc, more specifically by writer. Even in old comics from 60s/70s, when they were not emphasizing the authors, you can easily detect start/end of their respective runs.
The funny thing is, you can sometimes find Chris Claremont, Roy Thomas or Peter David right in the middle of someone else's run (a single issue, stands like a sore thumb). Now if you track down that particular issue - it starts something like this: first image - Happy Hulk driving the space ship. Yes, it was built specifically giant size for Hulk (1 item), he learned to pilot it and all. I guess they were assigned to fix it (I call it a "Joel Schumacher syndrome", even thought it came later), to the best of their abilities...
