Hard to say for sure. I've probably re-read some of the Silver Age Marvels (i.e., Avengers #4, Amazing Spider-Man Annual #1, et al) a hundred times over the last fifty years. Every comic in my collection has been read at least twice, with a handful of newer (1990s-2000s) books excepted.
Cei-U! I summon the voracity veracity!

The last time this question was asked I went with Avengers # 4. Maybe some of the Neal Adams GL/GA books are catching up or even some of the Starlin Warlock books.

The comic runs or mini-series that I've re-read the most would have to be...
Star Wars #1-107 and annuals (the old 70s and 80s Marvel series) Amazing Spider-Man #1-130, plus annuals Amazing Spider-Man (Vol. 2) #30-545 (the J. Michael Straczynski run) The first two series of Astro City V For Vendetta Jonah Hex: Two-Gun Mojo Judge Dredd #1-35 (Eagle Comics reprints) Justice #1-32 (New Universe title) Watchmen Herge's The Adventures of Tintin

I'm not huge on re-reading stuff (i tend more often to read stuff I haven't), but probably Armor Wars and the Judas Contract.. (I've read both several times).. Kingdom Come and V for Vendetta are up there too.

Gaiman's Sandman is almost certainly number one.

Sub-Mariner #56. It's a one and done story but with Dan Adkins doing the art, pen and inks. Something that he didn't do often. And it's an artistic tour-de-force. I could look at it over and over. I have even seen the original art online.

Thanks, an under-appreciated title.
