Similar to that, has there ever been a character who wears a cape when s/he's "on patrol," posing for covers, doing experiments, hanging out in the cave/satellite/mansion, etc., but takes it off before getting into a mano-a-mano scrap with someone? Wonder Woman
I guess I'll just point out--with WW at least--the cape was added decades after she first appeared, which seems to play into the idea that to be taken seriously (in the DCU anyway) you need a cape. With Black Panther, I wouldn't be surprised if Kirby just forgot about it during the story.

I'm not terribly familiar with Wonder Woman's late '40s/early '50s period so I can't say definitively but as far as I know she first wore a cape to the Earth-Two Batman's funeral in Adventure Comics #462 (March-April 1979). Who has more capes? DC or Marvel? I would bet on DC but it would be interesting to have a tally to confirmed which company is the ultimate Curator of the Cape!
DC definitely has more memorable cap wearers. Superman without a cape is not the same. Ditto for Bats. But by the same token, Spidey or Hulk with a cape is just silly. It depends on the character. If I were designing a character of my own, I would likely stay away from the cape so maybe that means I am more anti cape. Then again, Batman is my second favourite superhero ever and he wears one.
Can anyone find a character who has donned a costume both with and without a cape and rocked it?

^ Yes but I think the caped costume is far superior than the cape-less versions. Definitely an instance where I don't think he rocked both.
Robin/Nightwing might be one of the few...
