I think it's a given that children are short. I mean fully grown people.

He may have been a bit younger than the others and probably hadn't gone through his growth spurt yet, but in the Silver Age Polar Boy was depicted as being shorter than the Legion and his Subs teammates.  Night Girl wore that killer bouffant just to taunt him about it. |
