I am a huge fan of super villains. To me, they are as integral to a book as the heroes. Just as I like certain hero/teams(such as the Avengers, Defenders, etc.), I also equally like the villains/teams. I will 100% buy a comic book that has the following villains/teams:
Frightful Four Wrecking Crew Absorbing Man Lethal Legion Masters of Evil Circus of Crime

Accept Id replace Circus of Crime with Thanos ( when he's written correctly)

Last time I bought a comic I normally wouldn't buy was when the Riddler appeared in an issue of Green Arrow, back when Judd Winick was writing it. I figured the guy who created Barry Ween, Boy Genius would easily be able to write an absolutely hilarious, weird, twisted version of the Riddler.
Boy, was I wrong.

Same with the heroes: it all depends on how they're written and usually the way that's done doesn't meet my personal standards for the character in question. So none of em.

Same with heroes. None of them. That way lies spending money on bad comics. Spending money on bad comics encourages companies to produce more bad comics because they are making money from bad comics.
Don't support bad comics.

Thanos is probably it. I'd made a goal to get his every appearance. But I've not read anything new since Abnett & Lanning's GotG as far as his appearances.

I used to pick up all Tiger Shark, U-Foes and Scarecrow (Marvel, not DC) appearances, back before I was a hardcore collector and went for full runs of series.
Now, I rarely buy a book not part of an ongoing series I'm already collecting, only because they almost never do "one and done" stories anymore.

Don't support bad comics. This. Now, the combination of creator/hero/villain would certainly get me to buy a book back in the day, but nowadays I'm far less likely to do so. The only time I've done this recently is when Alan Davis was doing some one-shot annuals for Marvel a few years ago: Daredevil, Wolverine and Thor.

Doctor Doom and Kingpin
I wouldn't say that I will buy anything and everything that they pop up in, but they're definitely my two favorite villains and might sway me to buy a book that I may not otherwise be particularly interested in.

I took the question to imply "if the book looks like it will actually be a good one."
