Man, this was tough. I really liked nearly every cover, including Paste Pot Paul's example!
With apologies to many I could have chosen, I'm going to go with chaykinstevens. Moody, well composed, a batch of great characters, and oh, so Golden Age!

MechaGodzilla's cover is the JSA at the height of all that was great about the concept.
Honorable mention (a very close second) is MW Gallaher's incredible Neal Adams cover.
