Well, we all know he's coming back, but I don't think there's anything in Infinity War which would preclude this film being set before Infinity War - I suspect they'll keep the timing / continuity as vague as possible until Endgame is near or out.

Not a fan of Hydro-Man at all. I can think of a dozen villains they could have used instead.
But I like the look of the film. I like the international flavour. And am very intrigued by Mysterio.

I don't think it's Hydro-Man either. If you watch the whole thing closely, there is what appears to be an earth elemental creature and a fire elemental creature before the Hydro-Man-esque creature (a water-based elemental). All three could be Mysterio illusions, along with potentially an air elemental creature to round out the group.
There is also a group of incredibly minor 70's villains known as the Elementals who opposed N'Kantu the Living Mummy in Supernatural Thrillers and made a later appearance against Ms. Marvel in her first solo series that might be tied into what we're seeing in the trailer. Probably a long shot but it's something from Marvel's history that they might put in as something weird for hardcore geeks.

I'm assuming the "elementals" we see in the trailer are Mysterio's illusions. We also see one made of fire and another looks like stone.

But another movie blog site has movie stills also showing from the trailer where around each elemental scene there are "easter eggs" found. Specifically for Fire and Earth there are car licenses which denote the issue # and year of each "characters" debut. For Water there is a boat with the same. Could just be treats for fans and the Elemental's are "fake" creations or is it possible Mysterio has a hand in "creating" them for real? Gonna have to wait and see...
