For villains, Mandarin has a couple. The Ringmaster has disappointlingly few.
A superhero from Kirkman's Marvel Team-Up was named Freedom Ring, whose power came from a ring made out of cosmic cube shards. His ally, Crusader, said something to the effect of, "Why not just carry a sign: 'Ring is source of my power. To defeat me, just take my ring.'"

Took me awhile to remember Planeteers association with Capt Planet. Shazzan gets called up by a ring, but I'm mostly trying to think of those that use rings in combat.

The Flash fought a villain masquerading as a hero called Ringmaster (no relation to the Marvel character) who used gimmicked rings as weapons. It turned out he had been created by Golden Glider as part of plan to avenge the Top.
