Out of curiosity, I decided to build a list of Golden Age female superheroes and this is the list so far. Feel free to point out anyone I missed:

Are you not counting Sheena as a super-heroine? She debuted in '38 in the UK and '39 in US. It's debatable if jungle characters count as super-heroes (the same debate can be made over Tarzan or Ka-Zar, but if either is a super-hero than Sheena or Rima should be counted as super-heroes too), but having read some Golden Age Sheena and strips like Senorita Rio (whom you do include), Sheena is just as much a super-hero as her. Neither has super-powers, both have a "costume" of sorts, both fight "evil-doers" in exotic locations, etc.

Normal rich guy with dead parents, training, specific costume, allies who help the cause-all the same but one is a super-hero and one is not? -M

Or Zorro? Or William Tell? What differentiates Zorro from most of the characters on the OP's list? Most of them only have a costume, some skill and a mission, just like Zorro. If you eliminate anyone without super-powers from being a super-hero, you eliminate a lot of costumed adventurers who get called super-heroes all the time (and about half the characters on the OP's list). If you include some of the costumed adventurer set, why do you exclude the rest? Most times it just seems arbitrary fanboy preference rather than any kind of actual distinguishing criteria of what makes one thing a super-hero and another thing not. -M

MRP, my responses, and that was one of them, are only ever meant in a light-hearted way (I know the written word can't convey that).
It's worth a topic of its own one day, I'm sure. I mean, is James Bond a superhero? I suppose someone, not necessarily me, could make a case for it based on his larger-than-life exploits - and the fact I'm sure either Bats or Cap would team with him.
What about the Three Musketeers or the Scarlet Pimpernel?

I agree. And if such a topic is ever posted here, I think it'll make for a fascinating discussion. Personally, I wouldn't know where to begin with such a topic, it'd require a lot of thought.
Someone years ago tried to use super powers as a criteria, but that'd be unfair to Bats and Cap. At the same time, allowing non-super powered heroes onto a list means you can make a case for William Tell, Lone Ranger, etc.

Maybe "superheroes" is hanging us up. "Costumed heroes"? Sheena was far from the only jungle girl in the GA, though, and could add significantly to the list (Ru-Lah, etc.) Cei-U! could probably suggest some additions to this list.

Neither has super-powers, both have a "costume" of sorts, both fight "evil-doers" in exotic locations, etc. -M I don't claim to know as an absolute fact what a superheroine is and isn't, but I was thinking something along the lines of a female that either uses an alter ego, costume, or supernatural powers (or at least extraordinary fighting skills) while fighting against criminals, though not necessarily all three. Basically, something less civilian, and instead something that lends itself to being more fantastical. That's why I hesitated to include characters such as Betty Bates, Gail Garrity, and Lois Lane, which came across to me as more civilian-esque overall even though they have helped in going up against crime. It's also why I included Fantomah on there, even though no other jungle ladies appear on the list. Again, I don't claim to know the is and isn'ts with superheroines, but that's why forums like these can help sort out things in a more clear way. Who knows, the more people talk on here and argue towards having more names like Lois Lane on the list, the more such names may end up on it, perhaps even more than I had imagined at the start. I'm pretty flexible after all. Haha.
