I always assumed it was a colouring error when Galactus was wearing the shorts - for no other reason than that I thought it looked so stupid - but regardless, I hardly even think of it as a costume change, since it's pencilled and inked in exactly the same way.
I assumed the artists just didn't think things through, which must happen sometimes.
I mean, there's a reason there's no Giant-Man stories about him visiting Scotland.

I think there was a backup story in Giant-Size Man-Thing. |
