If Ra's has the rest of his suit, how is Batman still wearing his pants?

I guess the obvious answer though is the suit Ra's is holding is not he one Batman was wearing pre-fight, but a replica or something he took from Bruce at some point.

I think that "Approved By The Comics Code Authority Stamp" has something to do with the mystery's solution. Its been known to provide suitable and proper attire, and failing that, a well placed mist,cloud,shadow etc

Hmmmm...Maybe Ra's Al Ghul is forcing Batman to wear an identical suit that Ra's had made so that...
1) Ra's can track Batman's every movement
or 2) Ra's can control Batman's every movement
or perhaps 3) Ra's can watch as the suit crushes Batman to death
Alternatively, maybe Ra's is demanding an explanation of where this Bat-suit that he found in Talia's laundry came from.
It's unlikely that Bruce wears TWO sets of Bat-panties when he goes on patrol, right?

Easy answer: With the wacky rogues he has to deal with, Batman has been pantsed before. After the first couple of times, he started wearing another pair of pants under his regular costume.

As DE said, that was my first thought too. (Though the real life reason is because of the code as Ish mentioned.) I seem to remember an episode of Batman:TAS where some villain got Batman's cape and cowl and under it Batman had like a bandanna with eye holes cut, covering from his nose up, so his identity was still hidden.

What Ra's is holding appears to be interestingly colored long-johns with the utility belt attached as part of the "costume." There's really no other reason that the belt would stay there and lie (lay) that way.
So Ra's is clearly taunting Bats with a pair of adult-size underoos or jammies.

You would think Batman's costume would come off as a shirt and pants, like Superman's does: So Ra's should have just been holding Batman's cape and shirt.

Batman #244 is one of my all-time favorite covers and yet I went years without noticing that Ras was holding Batman's entire suit while he still was obviously wearing the bottom half. I too wondered if it was a code decision to color in the bottom half of the suit & if Neal Adams initially drew Batman nude from the cowl down...in strategically placed shadow of course. Does anyone know for sure?

Neal Adams on this cover: “You and I are going to play a game,” he said. “How many pairs of pants does Batman have on this cover?” “Two,” I answered. “He’s wearing a pair and Ra’s al Ghul is holding a pair. But why is that?” Adams explained: “It’s because (editor) Julie Schwartz refused to let me have bare legs on Batman. It was OK to do the bare chest, but if he had his pants off that would imply that he had taken his shorts off as well. So you couldn’t do that. So I said ‘But he’s got a costume!’ and Julie says, ‘Nobody will notice.’ And it’s true.” At which point I pointed out Batman’s famously hairy chest. “The hair on his chest sold more comics, I think than anything,” Adams said, only half joking, I think. “Like, ‘Batman’s got hair on his chest! I never realized!’ Yes he does!”
