He certainly has: I looked at covers for The Phantom, Doc Savage, The Shadow, Tarzan, Korak and Rima.
I completely forgot about Sherlock Holmes. (Except for Detective #572 and the actor who thought he was Sherlock Holmes in Joker #6, I have never read any DC Sherlock Holmes stories. I think it was only two issues.)
