I assume that "cartoon" means no Krofft shows or things like Lancelot Link, Secret Chimp. Correct. Animated shows only

Top Cat #1 (Aka Sgt. Bilko in the alley) December 1961
Pretty sure that Top Cat started as a prime time show, and moved to Saturday mornings later. I could be wrong, it was originally produced a couple of years before I was born, so I only ever saw it on Saturdays. Still one of my favorite cartoons to this day.

tartanphantom … Yes, it did start in prime time, in 1961 (thus the cover date), but didn’t hit as “The Flintstones” had the season before. It appeared for years on Saturday mornings starting in 1962. I think one reason it flopped in prime-time was that it was on at 8:30, IIRC, which meant not as many kids could watch it, unlike “The Flintstones,” which ran early on Friday nights. EDIT: D’oh! I didn’t realize you were giving me a gentle nudge, tartanphantom. Better you should have told me to read the criteria more carefully and then driven me back to the home. I’ll ask an aide to help me replace it.

You left one off of the prime time list. Short-lived and forgettable, I know, but it did spawn three issues of its own comic title. Fixed it for ya in red.

The friendliest ghost I know. Debuted in theatrical cartoons, as did Baby Huey and Little Audrie. They were later repackaged for tv, much like the Looney Tunes and Tom & Jerry (and Terry-Toons).

Might be worth noting those who started as theatrical cartoons:
The Disney bunch Looney Tunes Tom & Jerry, Droopy, Barney Bear Mighty Mouse Heckel & Jeckel Fox and the Crow Casper Little Audrie Baby Huey Woody Woodpecker, Chilly Willy, Andy Panda, etc Pink Panther Popeye Betty Boop
That begs the question, though, there were original Saturday morning cartoon shows with those characters, not just repackaged theatrical shorts (like the Bugs Bunny/Road Runner Show). Tom & Jerry had a few, Popeye had a couple or so, there were new Flintstones cartoon shows for Saturday mornings, plus Pebbles & Bam-Bam, Mighty Mouse was done as a Saturday cartoon by Filmation and Ralph Bakshi, etc.
What's the ruling on those characters?

Ouch...somebody please tell me I'm not the only one aggravated by the attempt to re-use the 'C'. My mind rebels at allowing this to be anything other than "En Bee Comics", even though I know they wanted us to read it "NBC comics"...

Archie had a series dedicated specifically to their cartoons, which is weird. A comic based on a cartoon based on a comic. I guess they wanted to advertise to the cartoon fans that they could get the same package in the comic as the cartoons - Archie, Josie, and Sabrina stories in the same title. 🤷♂️
