I am rereading FF 215-216 and I remember growing up reading these issues and thinking how kick ass Blastaar was. In retrospect I don’tt know if I ever thought about him outside these 2 issues. So this leads me to my question. What is everyone else’s favorite B/C rated villain and their best storyline? And was there any room to break into top villlain status?

I'll have to think about other villains, but since you mentioned Blastaar, I literally just read Marvel Two-In-One #75 which features Blastaar facing off against the Thing who is joined by the Avengers in the Negative Zone. It has an ill-fated partnership between Blastaar and Annihilus, and believe it not you can't help but feel some sympathy for Blastaar, evil as he is.

I think Iron Man may have had the most

The Cobra (probably ASM 231-232, the crazy Mr.Hyde attempting revenge on his former partner story)
The Rhino (his first battle with Jade Jaws in Incredible Hulk 104 is an all-time favorite comic)

Mangog was absolutely awesome in his first two appearances (Thor 154-157 and 195-198 or thereabouts).
The next time he showed up, he was playing second fiddle to some boring Asgardian wizard (what was his name... Igron or something?) and then his role as "the giant who crushes everyone and lays waste to Asgard" was usurped by Surtur. I only saw him later in the Thor: disassembled story arc, where he lasted barely longer than Turner D. Century would have.
But I tell ya, he could have been a contender!!!

I feel like the Molecule Man really shined in Avengers #266 coming off of the Secret Wars II storyline and the Earth severely damaged and in peril. A lot of interesting stuff going into this, he has learned he can control organic molecules after all, not just inorganic, and save tons of lives but gets badly injured. Eventually he is called upon to save the entire Earth by Captain America, even though he knows the ask might kill Owen. And Owen still just wants the quiet life with his lady love Volcana.
Previously a very quirky villain despite his immense power, and still retains some of that quirkiness, but finds strength to rise to the occasion. And somehow the almost comically sappy romance with Volcana actually seems particularly special where she gives him an extra confidence. Maybe not a top villain then, but maybe potential to be an A-list somewhat reformed villain (reluctant to engage, but impressive when he does)? Though I think they reverted him to villain status later, I'm not as familiar with some of the later storylines.

Erik Josten comes to mind as well, definitely not A-list as Power Man and the Smuggler, but something about when he became Goliath in the mid-80's tying into the West Coast Avengers material and other various appearances made him more of a contender in my mind.

When did some of these “heavy hitters of the 60’s and 70’s become jokes? My top five now that I think of it were: Blastaar Stilt Man Boomerrang Unicorn Constrictor

I loved both of them, though. I wasn't aware that Boomerang or Constrictor had become jokes.

I have a weird fondness for the Living Pharaoh and the big storyline with Havok back in the day. On the DC side, I like Psimon.... seems like he always manages to outsmart himself.

I love The Ventriloquist and Scarface, and I normally dislike the trope of ventriloquists insisting that everyone treat their dummy as a separate personality. He's such a Gotham-y villain. The Ventriloquist doesn't need to, or even should, become an A-lister, though. It would put too much strain on the credibility of the concept.
