I like a lot of B- en C-lister and I really wouldn't want most of them to become A-listers. You just need a bunch of people that are a problem for the hero, but not life changing ones. The second string villains usually also get more of a character than the more one-dimensional main villains.

I have a weird fondness for the Living Pharaoh and the big storyline with Havok back in the day. On the DC side, I like Psimon.... seems like he always manages to outsmart himself. I liked when he did draw-rings, in the bathtub. Cheeky monkey!

Has to be Cat-Man/Catman (why can’t there ever be consistency about hyphens in comics?). Such a great look, visually interesting, and just a villain I’ve always gravitated towards:

Great choice, Riddler is my favorite Batman villain but Catman is actually a very close second for the same reasons you mentioned.

I really like a lot of villains of lesser renown in the Batman universe. Others I like include Kite-Man, Killer Moth, Crazy Quilt, Blockbuster and many, many more.

Ten-Eyed Man is probably a D-list villain, I've always liked him mainly because it was always unclear to me how his 'power' was an advantage at all ... certainly not enough to make him a challenge to Batman.
I'm not sure Batroc qualifies as an A-lister, but if not, he's one of my favorite Marvel characters ever and I'm shocked he hasn't received a solo series yet.

I've said it before and I will say it again; Batroc is wasted potential in the hands of ignorant writers. Nearly everyone writes him as a string of French jokes and ridiculous fight scenes of him only using his feet. The one exception I can think of was the later era Bucky-Cap story, where he faced Batroc, who engaged in some parkour. He got a bit more dimension in that sequence of stories, but mostly just as a mercenary. If you look at his background, Foreign Legion soldier, savate expert...that is the resume of a deadly killer. Problem is, almost none of the writers and artists knew anything about the French Foreign Legion, beyond watching or reading Beau Geste (or Pepe Le Pew) and all they knew about savate was that it involved kicking.....not that it was one of the earliest forms of kickboxing, with wicked combinations, brought to France by French sailors, from Southeast Asia. It also included weapons training, with canne de combat, a form of stick fighting, with both walking sticks and quarterstaffs (baton). The MCU has done a little better, though they had George St Pierre doing more wire-fu than savate. This is savate (as seen in 2004's Arsene Lupin).... Canne de combat is also on display. Now, imagine an expert, who has combat experience in the Foreign Legion and has probably studied other arts, like muay thai, as well as parkour. This scene, from Mathieu Kassovitz's Crimson Rivers, suggests more of what Batroc would be like..... (Warning, NSFW language) This clip, from Falcon and the Winter Soldier, is far closer, in my opinion, than even the fight with Cap, in The Winter Soldier.....

All things considered, Nicieza's return on the T-Bolts was most enjoyable. One of the top reasons would be how he handled Joystick!

The Catman story arc in #311, #318 and #326 is just about one of the greatest things ever in early 1960s DC comic books.
