Who are some comic characters who closely resemble other comic characters. I dont mean obvious evil versions of heroes like Venom or Bizzaro either. First one that comes to mind is J Jonah Jameson and Omni-Man (though Omni-Man's moustache is longer).

Back in ‘75 Howard Chaykin created The Scorpion for Atlas Comics, Fell out w. them, and then created Dominic fortune for Marvel, so the resemblance is understandable. Inter-Company wise, some fun was had w. the resemblance between Mike Grell’s The Warlord and Green Arrow, who Grell famously rebooted. Peter David memorably took a shot at Erik Larson and his Savage Dragon character. I mean yeah the resemblance is definitely there.

There's something to be said about that "artist" and his oft-repeated leanings. He's not the only artist who tended to make many blonde characters bear a similar appearance.

In the GIJoe comic books both Duke and Hawk look a lot alike. The cartoon gave Hawk dark hair to make it easier to distinguish between the two.
Snake-eyes, without his mask, looked a lot like Duke and Hawk too
