Firebug, pretty much by default - because I've never read any stories with Firefly. However, even if I had, I think I'd still prefer Firebug, mainly on the strength of his appearance in Batman #318 with that excellent cover by Garcia Lopez (PBHN):  |

Firefly for me. Whether played comedically or straight, I’ve always found him interesting. If Busiek/Bagley had created The Thunderbolts for DC, Firefly is who I imagine they’d have used as their Abe Jenkins/MachI.  |

I’m normally a pre-Crisis guy in many cases, but I don’t know that I can choose on that basis for these two. But I thought Firefly was wicked cool (though not in the temperature sense!) in Batman TAS so I’ll go with him.

I'll go Firebug just because I think I vaguely remember reading a funnybook he was in. But this is splitting hairs over E-list villains.
