I was really tempted to use Power Girl and Huntress on my team. But I already used Dr. Fate, and Jay Garrick is my favorite, so I opted to save most of these types of characters for a Justice Society.

Looks like my team will be pretty different than everyone elses:
Nightwing (Leader) - The really dropped the ball with him in the mid-90s... at one point (I think it was the mid-90s, one of the big crossovers), they made it out like Dick was (rightly, IMO) Batman with people skills... I REALLY like that idea.
Kyle Rayner (as GL) Wally West (Flash) - The 'Heavy Hitters'
Wonder Woman - The moral center Zatanna - Scary stuff Expert Steel - Technical Guy Oracle - Support/monitor duty/data center
Reserves (use as needed): Batman Superman Firestorm Atom Hawkman

Since DC insists on making Darkseid a JLA villain, I propose the following line-up for the team:
Orion (for Superman) Barda (for Wonder Woman) Mister Miracle (for Batman) Lightray (for Flash) Forager (acrobatic guy - there must be someone like that in the JLA usually?) Beautiful Dreamer (magic, sort of, so Zatanna? she never seemed to get enough screen time in the Forever People) Lonar (I dunno ... Green Arrow? I just like the character)
If I was the writer on the JLA series I'd bring them in one by one over time, replacing the regular JLAers mentioned in brackets - the editors would never notice!

Wonder Woman Green Lantern The Flash Aquaman Martian Manhunter.
Thats it.
I see no need for Superman or Batman to be involved. The team is more interesting without them.

I'm much more of a Marvel guy, so I guess that's why I'm usually annoyed when DC kicks things off with the Big 6 (Superman, Batman, Wonder Woman, Flash, Green Lantern & Aquaman) then quickly start adding B and C listers. I get that writers feel that they can only do so much with the big icons, but since I'm only a casual fan of the Flash and Green Lantern, this is my perfect outlet for getting just enough Flash and Lantern to sate my appetite. Of course, I've always been of the opinion that outside those Big 6, and some of the classic JSA characters, DC has never had as much "depth" as Marvel.
Not allowing the Trinity to be interesting in Justice League is a fault of the editors, and to some extent to creators, and I don't place the onus on the characters themselves.

I'm not sure how that's different than Avengers starting with Thor, Iron Man, Hulk and Cap (along with Wasp, Hank and Rick of course), then going on to add Vision, Scarlet Witch, Quicksilver, Hawkeye, Mockingbird, Black Panther, Mantis, Swordsman, etc.

My ideal JL is way too huge to ever be done, unless maybe you break it up into East Coast and West Coast, or American and European/International and a Task Force, or what have you, so I'll just list them roughly in order of how important the character is to my perfect JL, and you can just knock off names starting at the bottom until you get a team/potential teams you consider manageable:
Superman Wonder Woman Batman Martian Manhunter Green Lantern (Hal and/or John and/or Kyle) Flash (Barry and/or Wally) Aquaman Green Arrow Black Canary Hawkman (Thanagarian) Hawkwoman (Thanagarian) Atom (Ray and/or Ryan) Captain Marvel Elongated Man Sue Dibny Zatanna Red Tornado Plastic Man Firestorm (Ronnie & Prof. Stein) Power Girl Captain Atom Blue Beetle (Ted) Booster Gold Ice Fire Snapper Carr Triumph Phantom Stranger Icon Oracle El Dorado Zan and Jayna Black Vulcan Apache Chief Samurai Rima Golden Pharaoh Cyclotron Kirby Sandman Privateer Steel Mera Starman (Gavyn and/or Will and/or Mikaal) Adam Strange Allana Strange Vixen Gypsy Swamp Thing Animal Man Rocket Red (Dmitri) General Glory Oberon Max Faith Doctor Light Doctor Fate Robin (Damian) Supergirl Equinox Nightwing Red Arrow Kilowog Firehawk Star Saphire Saint Walker Troia Tempest (Garth) Cyborg Starfire Raven Beast Boy Bloodwynd Zauriel Skeets L-Ron (in either body) Catwoman Woozy Winks Catherine Beefeater Congorilla Kathy Traya Lois Lane

You're right in that Marvel basically has always done the same thing with the Avengers; they pull you in with all the icons, then the creators are slowly allowed to bring in characters that they can actually do something with.
