Betty Ross becomes Red She-Hulk. Heather Hudson becomes Vindicator. Pepper Potts dons the Iron Man armor.
Is there any supporting character that DIDN'T become a superhero ?

Ben Urich?
But I get your meaning: there are way too many supporting characters getting superpowers, and each time it happens it hurts our willing suspension of disbelief.

It's that whole aggravating trend of having super-heroes interacting almost exclusively with other heroes (and villains) that helped alienate me from mainstream comics a couple of decades ago. My favorite series in the years since then (e.g., Starman, Sandman Mystery Theatre, Ostrander's Spectre) have all featured strong supporting casts of non-super folk. Sorry to hear it's still going on.

I've barely read any JLA, early or late; did Snapper Carr ever get super-powered?

What about Commissioner Gordon or Gwen Stacy? Foggy Nelson once dressed up as Daredevil to impress a girl, but I can't recall him gaining powers.

Gordon had super-powers in his guise of Anti-Batman in World's Finest #159. Prior to that, in Detective #254, he'd assumed the non-powered costumed identity of Mysteryman.
Cei-U! No powers for Gwen, though!

I don't think Mary Jane ever got powers in 616 continuity. Her inceccent nagging was pretty super powered. (At least in 90s Spidey.) As Cei-U might post ... I summon the earplugs!

I don't think Mary Jane ever got powers in 616 continuity. Mary Jane, along with everyone else living in the island of Manhattan, got spider powers during the Spider-Island event back in 2010 or 2011.
