And judging from the looks it is a cover roughs/layout/design from Carmine Infantino. He was the go to cover designer at the time for DC and just look at the positioning and hands of both ladies/bodies. Pure Infantino!

Yes, the angular profiles and bodies of WW and Supergirl do look as if Infantino drew them.

Great catch, chadwilliam ! When I was grazing through all those Mr. District Attorney covers, I also noticed this weird little oddity. Forty or so issues earlier, we see a similar cover and similar name for the antagonists, which on top of that happens to be the name of a future DC title. There's at least one other story/cover these brought to mind, too, and I'm sure there are more. FWIW, Jack Schiff edited both of these titles.

One thing I love about the cover contest and the cover associations threads is that you wind up poring over tons of covers you either haven't seen or really haven't examined very closely, and often, as chadwilliam did earlier, you suddenly notice a cover that reminds you of another one. Like this one I saw a couple of days ago from 1954. Now, I would have sworn that there were a couple of DC war comics with this same essential cover, but after checking, the best I could come up with were these, and they don't really match the image of the rifleman/sniper taking aim. Maybe it was the Atlas cover, but I don't "know" them as well as the Big Five of DC. Or maybe I'm just conflating a couple of these with the Battle cover. Memory is a strange thing...
