Avengers 2 is pretty awesome looking.
I have only mild concerns about how well the basic feel of Ultron matches what's in my head. But that trailer is amazing.

Is the Fox movie deal for a list of specific characters and not just any character originating in X-books or is just referring to Wanda and Pietro by their government names a loophole?

As far as we know (as been told by various people) the Fox movie deal is for all characters orginated in X-books (and most in FF), but Wanda and Pietro (and for that matter the Skrulls) have been specifically mentioned as being able to be used by both. The only thing Fox can't do with Wanda and Pietro is mention them as Avengers. The only thing Marvel Movies can't do with Wanda and Pietro is mention them as the children of Magneto. (And apparently the Inhumans are seperate from the rights of FF. And Ronan and the Kree are not included with the FF even though they first appeared there).

So I guess the second one living up to expectations would depend on if the first one did for you. I never watched trailers or clips of any kind for the first one and GotG, as I will probably do the same for this one, if/when I get to watching either one.

I didn't really start caring about adaptations of comic characters in other media until around the time Avengers hit DVD, so trailers weren't an issue.

I've never been one for trailers much at all. Either I get the wrong impression a lot of times about what a movie might be like, or watch the best parts in a 2-5 minute trailer. I prefer synopsis (and nowadays with Netflix, picture of the packaging for it) as I am able to make my own impressions of the movie without the bias of a studio trying to take my money any way they can. And with being mildly entertained by the first one, I expect no less from this one. And like the first one, catching it on netflix I have nothing invested in it, but 2 hours of my time. It's hard not to at least feel entertained with that little in it.

See for me, the trailers theatres show before the main feature is one of my favorite parts of the theatre experience, and I only go to the theatre maybe 2-3 times a year.
