I know LSH fans hate her. . but she has always been my favorite non-Leginnaire character. and actually, I loved the design work of most of the Legion Academy: Lamprey: and Nightwind too

I consider him a big star in the 1940s. Only Cei-U! could ever convince me that he was ever a top character. Well, Plastic Man ran through 1956, leaving the stands right when the Challengers of the Unknown debuted, one of the only non-DC superheroes to last from the Golden Age to near the start of the Silver. But I think the biggest evidence of Plas's popularity was that he was one of the few superheroes parodied in the original Mad comics

My favorite second tier character is Hawkeye. But I only ever liked him in the context as an Avengers member in The original team, I hated him in the West Coast title and the Thunderbolts.

Most of my favourite Marvel/DC characters would fall under this category:
Doctor Strange the Black Panther Thena, the Reject, Karkas (all from the Eternals) Orion, Barda (from the New Gods) Mantis the Inhumans Moondragon Moon Knight Shang Chi and most of the supporting cast from MoKF etc
not counting villains - I suppose they would mostly be considered 2nd tier apart from one or two like Darkseid or Dr. Doom.

Probably any number of heroes from Malibu's Ultraverse and Valiant. Namely Shadowman, Bloodshot, Eternal Warrior, Turok, Prototype, Hardcase, and Nightman. Does the fact that they're titles from independent make them second or third tier stars? Who's to say?

Doctor Strange Ulysses Bloodstone Ghost Rider Black Panther Ka-Zar Shanna Doctor Fate The Spectre The Phantom Stranger Zatanna Madame Xanadu Hawkman Hawkwoman Hawkgirl Green Arrow Black Canary The Question Tor etc. As for indy stuff, most of them exist in their own universe and so are top tier in that universe, you really only get second and third tier in a shared universe. Maybe Uncle Scrooge? Would he be top tier or only Mickey, Donald, Goofy for Disney? -M

I’m pretty sure Uncle Scrouge wOils count as top tier, especially thanks to the various Ducktales cartoons and the works of artists like Carl Barks and Don Rosa.

To me a second tier character would've never had more than a short series (six issues or less) starring them alone. '70s-'80s Marvel: Tigra, Jack Of Hearts, Darkstar, Mockingbird, Paladin, The Falcon, Frog-Man, Black Cat, Drax, Firestar, Namorita, Hellcat. Frog-Man...

Too bad it was so haphazardly scattered amongst different magazines and series, a back-up in one place, an issue in an antholgy series in another, .... It's the kind of thing that should be ripe for a re-invention or re-telling from the beginning. Perferably in its own universe, or at least with minimal contact with the superhero shenannigans of the MU.

Frog Man: terrible costume design but one of my favourite Daredevil scenes was when he was in court in civilian clothes in whatever issue that was - somewhere around the DD#20s, I think. Stan Lee's dialogue for him in combination with Colan's artwork perfectly captured the idea of this tough hood you didn't want to mess with - even though he was never any great shakes as a super-villain.
Couldn't find an image of the scene I'm thinking of but little moments like that make me wish there had been room for a straight crime or detective series back in those superhero-crazy days. Colan would have been the perfect artist for it and I'm sure Stan could have written a pretty good imitation of Mickey Spillane or what have you.
