My favorite second tier character is Hawkeye. But I only ever liked him in the context as an Avengers member in The original team, I hated him in the West Coast title and the Thunderbolts. Same.

I see a couple of reasons why you like her... Arthur Adams quirk... or is it a feature? I tried to find an Infantino but all that came up were covers.

Frog Man: terrible costume design but one of my favourite Daredevil scenes was when he was in court in civilian clothes in whatever issue that was - somewhere around the DD#20s, I think. Stan Lee's dialogue for him in combination with Colan's artwork perfectly captured the idea of this tough hood you didn't want to mess with - even though he was never any great shakes as a super-villain.
Couldn't find an image of the scene I'm thinking of but little moments like that make me wish there had been room for a straight crime or detective series back in those superhero-crazy days. Colan would have been the perfect artist for it and I'm sure Stan could have written a pretty good imitation of Mickey Spillane or what have you. The Daredevil adversary was Leap Frog. Frog-Man is his son who found out about Dad and his outfit and decided to become a force for good and to make up for the damage. They played him for laughs somewhat but I thought the situation was actually a pretty interesting one, and this was well before the Thunderbolts (some of them anyway) decided to actually become the heroes they started off only pretending to be. Hawkeye, The Vision, Havok & Polaris, Valkyrie, The Warriors Three... hard to imagine Marvel comics without them even if they rarely or never starred in a title of their own. I forgot Man Wolf from my earlier list, although he did last more than six issues as the title feature in Creatures.

Pretty much the only new comics I collect are appearances by B-listers
Deadman Shang-Chi Machine Man
I've been patiently waiting on the final 2 issues of the Maxx/Batman mini - Mr Kieth, we're ready. Maxx is pretty 3rd tier, even when you factor in his awesome 1990s MTV cartoon.
I have been buying new collections of 70's Marvel monster characters (Morbius, Man-Wolf, looking forward to Man-Thing by Gerber vol 3) cause I love all that silliness.
I also collect any comic adaptations of Moorcocks Elric - but I don't consider Elric to be 2nd or 3rd tier - he's Elric, damn it!

It might've been cool to have seen a Sunfire comic by Japanese creators... I have never checked out the Spider-Man and X-Men comics from Japan, although the artist of Mai The Psychic Girl worked on some of them and I liked that comic, maybe they flopped? Sunfire by Tsukasa Hojo (Catseye, City Hunter) would've been pretty cool to have seen. Marvel has never done enough with the character I don't think, potentially could be really interesting in the right hands maybe even not 'manga'-ified at all, but also no corny Ninja stuff either.
Stingray is another Marvel character that shows up every now and then but I don't recall a lot being done with them. I liked his costume.

I came here just to vote for Stingray! Not only is it one of the most visually appealing costume out there, I love the fact that he's an oceanographer and he's actually wearing a deep-sea diving suit that he designed for research purposes … it almost inadvertently gives him 'super powers' so he occasionally gets dragged into battles alongside other superheroes, but he's not out there to 'fight crime' per se at all.

Man, I think I have a different definition of second and third tier characters than others. A lot of characters posted here wouldn't make second or third tier in my definitions, even though some of them are really cool characters.
For me...
First Tier-characters who have perennially had their own feature and are/were recognizable outside comic fandom pre-super-hero movie phenomenon (Basically Superman/Batman/Wonder Woman/Spider-Man/Hulk types)
Second tier-characters who have perennially had their own feature but likely aren't/weren't recognizable outside comic fandom until super-hero media book (Basically characters like Iron Man/Daredevil/Flash, etc.)
Third tier-characters who have sporadically had their own feature and are only recognizable outside comic fandom if featured in other media (characters like Ghost Rider, Hawkeye, Black Widow, Atom, Hawkman etc.)
Below that, call them D-List to Z-list are characters who have either only had short lived unsuccessful features but are recognizable to most comic fans (D-list) or never had a solo feature of any sort that are only recognizable to hardcore comic fans (Z-list). I wouldn't even remotely consider these types of characters second or third tier characters. I like a lot of them, but they wouldn't sniff that close to the top of a hierarchy of characters.
