Since it's classics and we're not including news-strips, I suspect mine will be pretty Marvel-heavy, though I haven't yet started trying to formulate a list. I'll have to check some of the more contemporary writers that I like to see if my favourite works by them came out before 2011. One thing I'm not sure about is if I'll want to include someone who produced just one book or run on a book that I rate highly while not being too fond of anythng else that writer's done. Decisions! I may be you from a mirror universe. Most of my picks are DC centric. Some did work for both of the Big 2 but it’s their (mostly) DC work that grabbed me. OTOH, it’s the point in your second paragraph that I used to help eliminate. In short, my picks are writers who automatically went to the top of the READ pile that week with little or no exception.

I'm very ignorant when it comes to manga, so no manga writers wil appear on my list. I have read the first couple volumes of the collected Lone WOlf and Cub, which I liked a lot, but that isn't enough for me to have a handle on the writing. I feel like many manga creators are writer/artists as well... not a lot of scripters there

Statistics are going to be a bit fuzzier, as most writers aren't that tied to a particular company, but I'll look to the comics work that got the writers to my list and throw out that I have:
3 writers chosen primarily for Marvel work 1 writer chosen primarily for DC work 3 writers chosen for their Marvel/DC work 5 writers chosen for their work for Marvel or DC, as well others, e.g. Image
A ground rule I made for myself is that I could name 3 distinct works I loved (or at least rather liked) in which they were the scripter, but not artist. For those final couple slots, I narrowed it down by focusing on scripters who didn't have any work I particularly loathed.

There is a huge canyon of difference between my top five and bottom seven. It's interesting.
My totals are as follows:
4 writers chosen primarily for Marvel work 4 writer chosen primarily for DC work 2 writers chosen for their Marvel/DC work 1 writers chosen for their work for Marvel or DC, as well others, e.g. Image 1 writer chosen primarily for their work outside of Marvel/DC.
2 writers chosen primarily for their work in the 2000s 2 writers chosen primarily for their work in the 1990s 3 writers chosen primarily for their work in the 1980s 3 writers chosen primarily for their work in the 1970s 2 writers chosen primarily for their work across more than one decade.

Did some basic review/research for each writer but I prefer to leave my thoughts brewing until putting finger to keys for crafting together each days choice.
Rough breakdown: Most all cross over multiple publishers. Most from 70's/80's 3 from the 2000's
Can't say that any single writer I rate is better than another in my liking. So, just because it is 1-12, their ranking is not necessarily based on favoritism but more of how much I happen to enjoy the stories or series they deliver.
BIG list of "others" after my top 12.

I'm still struggling with some final choices. There is one writer in particular, whose work I love, and in any other previous year would have been near the top of my list, but recent revelations about things he has done to others make me dislike him as a person and question whether I want to put a spotlight on his work by including him at all on my list. Others have a large body of work I love, stuff that is among my favorites, but just as large a body of work I dislike (often split along lines of chronology of their career or by work-for hire vs. creator-owned stuff), and still others have one standout work I consider among my absolute favorite comics, but I find the rest of their body or work to be average at best, and some are raised up or brought down based on who their artistic collaborators are and hard to peg how I feel about their actual writing, so figuring it out on how it all shakes out in the bottom portion of the list is still a work in progress. The top 4 spots are pretty clear cut (these are the handful of writers-not cartoonists-whose stuff I will pick up simply if their name is attached), the other 8 likely in flux until the day arrives to write my entry...I think I have #12 (i.e. the first day) decided, but I will review them after work tonight and try to lock down the contents and order of my list.

Maybe what this year's topic needs. A good King of the Ring, Last Man Standing Battle Royal. So many writers I enjoyed over these many years made for a really tough time as I keep remembering one forgotten then need to re- evaluate or adjust the listing.

Struggling this year. But I mean that in a good way. Lots of “debate” going on in my head, lots of ‘fretting’ about how to whittle it down to 12, etc. But all good fun!
