Denny O'Neil used to say Gotham was the more dangerous parts of NYC and Metropolis was the sterling towers and such. He actually said street names; but, I can't recall the specifics. I think it was Metropolis is Manhattan above 14th street; Gotham is Manhattan below 14th Street.

As both a kid originally from NYC, and then later going back as an adult for a time, I've always felt like NY was much closer to Gotham. Even taking say the Upper East side, it doesn't to me quite have the openness and brightness of Metropolis. Everything is just packed in. I'd actually say in some ways Chicago, though Midwestern, has more that openness while still being comparable in ways to New York in terms of scale and architecture (and before crime was as bad as it now).
Metropolis was always very appealing to me in that regard, even beyond the Superman connection.

Not sure how much time he spent in Metropolis vs. Hollywood, but I found The Bronze Age's answer to the question "If George Reeves played Superman on TV in the real world, then who dons the tights in Superman's?" to be a highlight of the period. Given the likelihood that George Reeves' suicide was at least partly due to a feeling of hopelessness in the role of Superman on his part, it seems a little meanspirited to create Gregory Reed as a sort of DCUniverse proxy for the fellow what with Reed being mentally unbalanced enough to want to torture Superman for what he believes he's done to his life, but nevertheless, I do find him to be a fascinating character in the way he addressed the feelings of inadequacy some people must have felt in a world with Superman. I don't think he made more than about ten appearances and when he returned after his debut in Action 414 I believe he was presented as a fully reformed happy-go-lucky member of society whose scarred features (the result of an accident from when he was burned in a fire while filming as Superman) were quickly fixed by Superman himself, but his story - being injured because of his relationship to Superman, hating the man as result, resenting him as someone he could never live up to - really shone a light on the seedy psychological underbelly of a gleaming city which usually seemed bereft of shadows.

Maybe it's simplistic, but I've always thought of it as:
Gotham - New York Metropolis - Baltimore/Washington DC KEystone - St. Louis Central City - Kansas City Star City - a bit more west.. like Oklahoma City Coast City - Seattle

In the Silver Age, Hawkman was in Midway City, which I always thought was meant to be Chcago because of Midway Airport.
As a kid, for whatever reason, I thought the JSA's Civic City roughly corresponded to Philadelphia, but maybe it was more like Washington, DC. I don't think there was much effort made to give Civic City any particular personality anyway.

I never felt like Star City was on the west coast.. more like the mid west. I forgot about Midway.. yeah, definitely Chicago.

Star City is Baltimore.
Central City is Cincinnati.
Coast City is San Diego.
Keystone City must be Philadelphia because Pennsylvania is the Keystone State.
The Martian Manhunter’s Middletown is Pensacola.
As for Metropolis and Gotham City ... that’s a bit more complicated because New York City also exists in the DC Universe.

Also, sometimes Gotham and Metropolis have a bridge between them, but other times (like the Steve Rude World's Finest) they seem to be as far apart as, say, NYC and Philly. My own feeling is that it takes less than an hour to drive from Gotham to Metropolis if you go around New York. I’ve never seen the bridge! Do you know what issue that is! It sounds like the most amazing thing in the world!

Here's an image from the "World's Greatest Heroes" newspaper strip from 1978, and depicts where the "Metro-Narrows Bridge" would be linking Metropolis and Gotham. Also explains the Metropolis shoreline per the DC Atlas comments earlier. I personally like the idea of them being more like somewhere between 1-2 hours apart.

I came across this little tidbit in Batman #338. It’s not about Metropolis. It’s some trivia about the DC fictionopolises.
So there’s a sports-themed serial killer rampaging through Gotham City. Batman thinks the next murder is going to happen at the hockey game. It’s Gotham City vs. Star City.
Gotham City is the Goliaths. Star City’s mascot is the Stars.
That’s right. Star City’s hockey team is the Star City Stars.
I can’t even sometimes.
