Batroc is a really good idea for a solo series, although I'd prefer it to feature his misadventures as a global mercenary, a sort of anti-hero who unintentionally ends up doing the right thing in various situations.

Possibly the most interesting character in Arkham...Victor Zsasz, also known as Mr. Zsasz. He first appeared in Batman: Shadow of the Bat 1. Someone like him is meant for the mature Black Label line. If Jack the Ripper can have graphic novels, or movies, Zsasz fits the bill for DC.
I thought I knew this character from the Paul Gulacy Catwoman run of the early 2000s but after looking it up I see the character I was thinking of was called Zeiss.

Stingray I see working for a global security organization, possibly with an aquatic mandate. I see high tech subs, underwater bases....perhaps a self-contained city complex that can be lowered underground, by massive hydraulics. He would encounter aquatic humanoid lifeforms, some of whom might join in his adventures. I also imagine a really cool theme song. I believe Stingray once joined in a mob of characters trying to join the Defenders, and I believe he was briefly in a group of underwater characters that Marvel put together, probably in a Namor title. He has always been high on my list, both because of his elegant costume, but also because of what Cody's implicitly picked up on ... I think he works best when he's NOT a superhero. After all, he designed the costume not to fight crime, but to help with underwater research ... it just so happens that it gives him super-strength, and because he's a mensch, he helps out other superheroes when the need arises. So I want to see a series about him being an underwater explorer, primarily. The one character that I'm amazed hasn't had a solo series yet is BATROC. Written by Jean-Marc Lofficier (possibly in conjunction with Jeff Parker or Gail Simone), fighting outrageous Gallic villains from the MU or from French literature. Now see, Batroc, done right, could be a hell of a character. If you look at his background, he should be a badass: savate expert, French Foreign Legion soldier, deadly mercenary. Instead, he was usually played for laughs and ,just ran around kicking people, because no one in comics knew the first thing about savate. Throw parkour in there and you could have some really cool action sequences. Ed Brubaker did a little rehabilitation, during the Bucky Captain Puerto Rico phase and he was handled well in Winter Soldier (except for the stupid wire fu stuff) and Falcon & The Winter Soldier. Kierron Gillen handled him well in Captain America and Batroc. Not quite what I was hoping for; but better than some past uses.

I summon zuh Zut Alors! *edit* I just went to check whether Batroc was actually French, since the Foreign Legion includes a lot of foreigners (hence its name; the corps was founded so foreigners could serve in the French army). Wikipedia says that Batroc was born in Marseille... so he would have a double accent! Oh, bonne mère! Coquin de sort, té!

The original Robin--Dick Grayson (during the Bronze Age, and not his Nightwing ID). Yes, we know he's had solo runs in Star Spangled Comics and Detective Comics (the latter often great 1970s detective stories), but he was one of the most prominent superheroes of the Golden and Silver Age, and by the end of the Silver, was allowed to leave his mentor's shadow to become one of comic's most well-developed child-to-adult characters. I know some might be tempted to say the Grayson Robin's solo stories in Detective were close enough to his own series, or that he was the lead in the various incarnations of the Teen Titans comic, but I'd have to remind them that Batman was the feature player of Detective, had his own title and appeared regularly in the Justice Leage of America and later, Batman and the Outsiders. Its no secret Batman is in so many ways a deliberate creative mirror to Robin, yet with one exception--a Robin/Grayson solo comic.

Were they commanded by French officers, I wonder? Or were the officers foreigners too?

This never occurred to me before but given Batroc's mercenary background it would be possible that he had crossed paths with Marc Spector at some point in their respective careers. I wonder if any writer has ever picked up on that idea.

I feel like that's one of those myths that was perpetuated by media, but was never actually true. Everything I see is that the Foreign Legion was open to people of any nationality.

Such soldiers are actually very welcome because they help teach their comrades about French customs and traditions. The FAQ also says Legionnaires have to adopt a (temporary) new name! I would choose Bouncing Boy.

I would choose Bouncing Boy. Now that you mentioned that, I remembered that there was that workaround for Frenchmen to join the Legion.
And I would choose Tyroc, but only if they let me wear the elf-boots. If not, then Princess Projectra.

Also a kids' intro chemistry book, with Ferro Lad, Chemistry Kid, Element Boy, whomever else qualifies.

Listen, my favorite Marvel character is Stegton the Dinosaur Man, but even *I* was shocked by that. Beauford’s (sp?) got a…. Unique costume at least.
