The way it used to be done is that the next person to vote who hasn't voted before can vote for one of the the three members who are tied to break the tie. It take some time, you have to be patient, as people need to log in and see the tie and vote if they haven't, but that's the way the tie breaker has been done before.
If you want to do it differently, well I guess that's your call, but that's the way it goes. Some people only check in once a day and when you announce tallies and ties while the voting should be in progress it can influence people not to vote for who they like but rather who is close to winning, or not to vote at all. Some people only check in at work, some only at home, some on mobile devices when they have the chance, not everyone is here multiple times each day, which is why the full 24 hour to vote has always been given and why it takes some time for winners to find out they won and start a new contest. It usually runs fine as long as no one gets impatient and tries to rush things.
